RECOMMENDATION
Adopt Resolution Number 25-4375 approving Amendment No. 2 to the Professional Services Agreement with OpenGov Inc. to increase the total amount by $35,707.55 for the remaining two years of the Agreement based on an updated cost of services, authorizing the Town Manager to execute the Amendment, and approving the use of $16,711 of Fiscal Year 2025/2026 Budget Contingency to cover the current fiscal year increase.
DISCUSSION/BACKGROUND
Since April 2022, the Town of Yountville has contracted with OpenGov Inc. for their Budgeting and Planning module, and Online Permitting and Licensing (previously named Citizen Services) Portal. This allowed the Town to modernize its processes by offering online applications and payment options.
Over the years, Town staff have utilized the Permitting and Licensing Portal to continue evolving cumbersome paper processes into easier to access electronic forms. The expanded use of the software has caused OpenGov to re-evaluate the existing Agreement and identify areas of usage that trigger additional fees.
Staff recommend approval of Amendment No. 2 to the OpenGov Inc. Agreement which will allow the Town to seamlessly continue offering these online services that Yountville customers currently utilize.
If approved, the Amendment will increase the cost of these services from $50,125 to $66,836 in Fiscal Year 2025/2026, which is $16,711 more than the amount that was budgeted based on the Agreement prior to Amendment. Staff seek Town Council approval to use General Fund Assigned for Budget Contingency Fund Balance in the amount of $16,711 to accommodate this additional expense. This would be the first use of the $678,942 Budget Contingency and would leave a balance of $662,231 available for use in Fiscal Year 2025/2026.
