A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF YOUNTVILLE AUTHORIZING
THE TOWN MANAGER TO RELEASE A REQUEST FOR PROPROSALS FROM DESIGN BUILD
ENTITIES TO QUALIFY TO PROVIDE DESIGN-BUILD SERVICES FOR THE YOUNTVILLE COMMONS CIVIC & WORKFORCE HOUSING DESIGN- BUILD PROGRAM.
Recitals
1. At the June 17th Town Council meeting, Council adopted Resolution 25-4371 authorizing use of the “design-build” contracting method as permitted under California Public Contract Code section 22160 et seq.
2. The design-build approach shifts the contractual structure from two separate contracts into a single point of responsibility, the design-builder that works with the Town from early design through final completion, enabling early contractor involvement, real-time cost validation, fasttracking of critical path work, and better alignment with community objectives like sustainability and workforce housing integration.
3. To identify the best-qualified team(s), staff will assemble and release a Request for Qualifications (RFQ) in accordance with industry best practices which outlines the Town’s expectations regarding project scope, budget, design excellence goals with key evaluation criteria including technical expertise, team organization, past performance, financial capacity, and order of magnitude cost and timelines for similar size/scale projects as well as process milestones, including shortlist selection, proposal phase, interviews, and final award.
4. When Statements of Qualifications (SOQs) are received a staff-led Qualifications Panel will evaluate submittals and create a shortlist of design-build entities. The Qualifications Panel will consist of the following:
• Town Manager Brad Raulston
• Architect/Planner Brendan Kelly of Kelly Morgan Architects • Consulting Project Manager Sean Grinnell of Pound Management • Town Public Works Director John Ferons
• Chairpersons of the three advisory Committees (or their designated assignees) • Zoning and Design Review Board, Stephen Miller
• Parks and Recreation Advisory Committee, Alan Tenscher • Measure S Oversight Committee, Lisa Bertolucci
5. Once Town Council approves funding, the shortlisted firms will be invited to respond to a Request for Proposals (RFP), which could be issued for the various stages and phases of project development. Those stages include but are not limited to:
• Horizontal Stage
• Demolition, grading, underground utilities
• Vertical Stage
• Construction of the various structures throughout the site • Parcelization allows for transfer of ownership to other stakeholders (developers, owners etc.)
6. The Town Council now authorizes the Town Manager to release a Request for Qualifications from design build entities interested in providing design-build services for the Yountville Commons Design-Build Program.
Now, therefore, the Town Council of the Town of Yountville does resolve as follows:
SECTION 1. RECITALS: The foregoing recitals are true and correct and are incorporated herein.
SECTION 2. CEQA FINDINGS: The release of a Request for Proposals from design-build entities to qualify to provide design-build services for the Yountville Commons Civic & Workforce-Housing Design-Build Program is not a “project” subject to the California Environmental Quality Act (Pub. Res. Code, § 21000, et seq.) (CEQA) pursuant to section 15378(b)(2) of Title 14 of the California Code of Regulations.
SECTION 3. AUTHORIZATION: The Town Council authorizes the Town Manager to release a Request for Qualifications from Design Build Entities interested in providing design-build services for the Yountville Commons Design-Build Program.
SECTION 4. EFFECTIVE DATE: This Resolution shall take effect immediately upon its adoption.
SECTION 5. CERTIFICATION: The Town Clerk shall certify the adoption of this Resolution.
