RECOMMENDATION
Adopt Resolution Number 25-4384 approving an Amendment to the Town of Yountville Personnel Rules and Policies.

DISCUSSION/BACKGROUND
Section 1B of the Personnel Rules and Policies authorizes the Town Council, Town Manager, or Town Attorney to propose amendments and revisions to the Personnel Rules and Policies to the Town Council as needed.

The Town of Yountville’s Personnel Rules and Policies were originally adopted on March 7, 2001, and subsequently amended on September 6, 2011, and September 18, 2018.

Staff have conducted a comprehensive review of the Personnel Rules and Policies and recommend a series of updates to clarify and modernize existing language, update the document to reflect current state and federal employment laws, and revise or add policies in response to changes in technology and the workplace.

Notable Updates Include:

1. AI Policy (New)
A new section has been added to outline expectations for the responsible and ethical use of artificial intelligence (AI) in the workplace. This policy was developed with input from the Town’s Information Technology Systems Administrator and is located at the end of the document.

2. Employee Tuition and Education Expense Reimbursement Policy (New) A new section has been added to outline the procedure for employee education expense reimbursement.

3. Travel and Travel Reimbursement Policy (New)
A new section has been added to outline the expectations for employee travel and the procedure for travel reimbursement.

4. Legal Compliance Updates
The document has been revised to reflect recent changes in state and federal employment laws, including updates related to protected leave, workplace protections, and workplace violence prevention requirements.

5. Pronoun and Language Updates
Gendered pronouns have been replaced with gender-neutral language (they/them/their) to ensure consistency and inclusivity throughout the document.

6. General Clarifications
Additional revisions have been made to clarify existing language, improve readability, and maintain consistency across all sections.

The Human Resources Analyst coordinated review of the amended document with the Yountville Employee Associations (YEA and MMP), both of which have approved the proposed updates. The Town Manager has also reviewed and supports the revised policies.
