DISCUSSION/BACKGROUND
On May 6th, 2025, the Town entered into a Professional Services Agreement (PSA) with Carollo Engineers Inc., for strategic planning guidance and in-depth analysis required to create a Master Plan for the Water Reclamation Facility (WRF). The Town of Yountville operates and maintains a joint wastewater treatment plant that has operated a recycled water program during the irrigation season since 1988. The source of the wastewater is the Town of Yountville/Veterans Home of California Joint Wastewater Treatment Plant (Joint Treatment Plant). The Treatment Plant reclaims water from these sources then treats and reuses it for beneficial purposes.
The Town of Yountville intends to produce a Strategic Master Plan that supports decision making over the next five-to-ten years while maintaining a 20-year planning horizon. Carollo Engineering Inc. submitted a proposal meeting the desired goals for the Town’s WRF Master Plan. The awarded Agreement with Carollo Engineering Inc., includes a cost not to exceed of $327,167.00 with optional scopes of work that would be reviewed and approved depending on need after initial assessment of the WRF.
Carollo Engineering has begun their review the of the Treatment Plant and with their initial feedback, the optional scopes of work have been determined to be highly beneficial for the master plan. The optional tasks are as follows:
1. Corrosion assessment with condition assessment to review the level of corrosion in various equipment.
This will require the consultant to use a drone to enter confined space and obtain footage. $50,000
2. Instrumentation controls assessment. This will provide an in-depth review of existing SCADA controls, generators. $20,000
3. Replacement Program. The consultant will assign the remaining useful life on each asset then map out a 20 year plan for rehabilitation and replacement of the equipment. $32,000.
Total change order amount for the three items listed is $102,000. This brings the revised contract amount to $429,167. The FY 24/25 budget for this project WW-0034 Water Reclamation Facility Master Plan had a cost savings of $72,833. Staff is requesting Town Council approval of the reallocation of the savings from FY 24/25 fund balance and reallocate the remaining +/- $30,000 required amount from the Wastewater Utility Treatment Capital Recovery Fund, Unreserved Fund balance which exceeds $800,000 at this time.
Staff recommends that Town Council adopt Resolution Number 25-4387 approving an Amendment to Professional Service Agreement No 2025-974 with Carollo Engineers Inc. to provide consulting services beyond the original scope of work and authorize the Town Manager to execute the Amendment.
