RECOMMENDATION
Adopt Resolution Number 25-4385 authorizing a budget adjustment of $288,551 to both revenue and expenditures in Housing Grant Fund 24 for Fiscal Year 2025/2026.
DISCUSSION/BACKGROUND
Special Revenue - Housing Grant Fund 24 was established to administer CalHOME and HOME Grant funds awarded by the California Department of Housing and Community Development (HCD). Funds are restricted for low and very low-income households to become and remain homeowners. More specifically, the Town has used grant funds to assist households in completing rehabilitation projects.
In January 2023, the Town was awarded $500,000 in federal HOME grant funding. The grant period runs between 2023 and 2025 and the funds are restricted for the purposes described above. The Town contracts with the Housing Authority of the City of Napa to administer this grant.
At the beginning of this current Fiscal Year 2025/2026, $388,551 of the $500,000 was available. Per the Housing Authority of the City of Napa, the Town has until October 31, 2025 to expend these remaining funds and until December 31, 2025 to request reimbursement of these grant funds.
In May 2025, the Town Council approved Fiscal Year 2025/2026 budget of $100,000 for both revenue and expenditures in Housing Grant Fund 24. To fully utilize the $388,551 in available federal grant funds, Town staff is requesting a $288,551 increase to both revenue and expenditures in Fund 24 for a revised Fiscal Year 2025/2026 budget of:
• 24-0000-3432 Federal Home Grant $388,551 (Revenue)
• 24-1500-8020 Federal Home Grant Award $388,551 (Expenditure) Staff recommend that the Town Council authorize this budget adjustment in order to fully utilize the funds awarded.
