RECOMMENDATION
Adopt Resolution Number 25-4390 approving the Town of Yountville’s adoption of the 2024 Napa County Emergency Operations Plan (EOP) as the Town’s official emergency management framework.
DISCUSSION/BACKGROUND
The Emergency Operations Plan (EOP) outlines the coordinated response strategy for the Napa County Operational Area, which includes all jurisdictions within the county, including the Town of Yountville. The EOP serves as a comprehensive guide for managing large-scale emergencies and disasters, including natural hazards, technological incidents, and other threats to public health and safety.
The current EOP has been updated by the Napa County Office of Emergency Services (OES) in coordination with partner agencies across the county. The 2024 version incorporates lessons learned from recent emergencies, aligns with updates to the California Standardized Emergency Management System (SEMS) and the federal National Incident Management System (NIMS), and reflects the evolving needs of the Whole Community.
The Town of Yountville actively participates in the Napa County Operational Area and collaborates with county agencies on preparedness, response, and recovery efforts. Adoption of the updated EOP ensures continued alignment with countywide protocols and access to coordinated resources during emergencies.
The Napa County EOP is designed to be flexible, scalable, and adaptable to all types of emergencies. Key updates to the 2024 plan include:
• Integration of current SEMS and NIMS guidance.
• Clarified roles and responsibilities across jurisdictional partners. • Enhanced coordination strategies for vulnerable populations and whole-community planning. • Updated hazard risk assessments and planning assumptions. • Expanded protocols for public information, evacuation, and resource management.
By formally adopting the County’s EOP, the Town of Yountville demonstrates its commitment to regional coordination, improves its eligibility for emergency funding, and ensures that staff are operating under a plan that is consistent with neighboring jurisdictions during a declared emergency.
