1. CALL TO ORDER; CONVENE REGULAR MEETING - 3:00 P.M.

Present: 4; Mayor Margie Mohler, Vice Mayor Robin McKee, Council Member Hillery Trippe, Council Member Pam Reeves
Absent: 1; Council Member Eric Knight
Council Member Knight later joined the regular Town Council meeting during the non-agenda public comment portion of the agenda.
3. PLEDGE OF ALLEGIANCE
The pledge of allegiance was held.
4. ADOPTION OF AGENDA
A motion was made by Council Member Reeves, seconded by Vice Mayor McKee to adopt the agenda.
The motion carried by the following vote:

ABSTAIN: 0

5. COUNCIL MEMBER ANNOUNCEMENTS
Mayor Mohler thanked the public and staff for participating at the September 11th Memorial Event.
Council Member Reeves invited members of the public to attend Picnic with a Vet on October 2, 2025.

8. CONSENT CALENDAR
A. Approve minutes of the regular meeting held August 19, 2025.

B. Continue the Emergency Declaration for the Town of Yountville Recycled Water Transmission Main Repair pursuant to Yountville Municipal Code 3.32.390.
C. Receive and file August 2025 Monthly Financial Report.
D. Adopt Resolution Number 25-4389 approving Amendment Number 5 to Professional Service Agreement 2024-886 with Water Talent LLC to continue providing Interim Chief Plant Operator services, authorizing the Town Manager to execute the Amendment, and approving a corresponding budget adjustment.
Mayor Mohler opened public comment on the Consent Calendar, receiving none, Mayor Mohler closed public comment on the Consent Calendar.
A motion was made by Council Member Reeves, seconded by Council Member Knight to approve the Consent Calendar items. The motion carried by the following vote:

9. GUEST PRESENTATIONS
A. Receive a presentation and provide direction to staff on the Draft Napa Regional Climate Action and Adaptation Plan (RCAAP).
Planning and Building Director Hecock introduced Erik de Kok, Ascent Environmental; Ryan Melendez, Napa County; and Jesse Gutierrez, Napa County. Erik de Kok presented the presentation.

11. ADMINISTRATIVE / REGULAR ITEMS
A. Adopt Resolution Number 25-4390 approving the Town of Yountville’s adoption of the 2024 Napa County Emergency Operations Plan (EOP) as the Town’s official emergency management framework.
Emergency Services Officer Brieanna Jones and Napa County Sheriff/ Deputy Director of Emergency Operations Oscar Oritz addressed the Town Council.

12. STAFF PRESENTATIONS AND INFORMATIONAL REPORTS
Parks and Recreation Director Holland invited members of the public to attend the Parks and Recreation Advisory Committee meeting on Thursday, September 18, 2025, at 4:00 pm for a Yountville Commons update, and to attend the Open Gallery Reception at the Community Center after. She also mentioned that seats are still available to attend the excursion to Club Fugazzi this Saturday. Lastly, the Wellness Fair and Flu Shot Clinic will take place on October 21, 2025, from 9:00 am – 12:00 pm at the Community Center.
Administrative Services Director King reported that Town staff will be welcoming the Auditors back on site for their last visit of the fiscal year for the 24/25 audit.
Planning and Building Director Hecock provided an update to the Ciccio’s and Pancha’s work including the Washington Street activation permits status.
Public Works Director Ferons reported that the Washington Street Corridor project update is to be completed by Halloween. He also noted that the new four way stop and final striping will be in early October.
Communications Director/Town Clerk Gaede invited members of the public to attend the Halloween Block Party on Washington from Pedroni to Madison on October 31, 2025 from 3:00 pm – 10:00 pm, the Yountville Ready Forum on September 22, 2025 from 4:00 - 6:00 pm at Schmitt Hall, and the Community Cookout on September 23, 2025 at Bud’s BBQ from 4:00 - 6:00 pm.
Town Manager Raulston reported the Memorandum of Understanding (MOU) and easement with the French Laundry has been signed and that the sidewalk improvements are coming soon.
13. COUNCIL EXTERNAL MEETING REPORTS
Mayor Mohler reported out on the Napa County Flood Control meeting.
Council Member Trippe reported out on the Upper Valley Waste Management meeting.
14. ADJOURNMENT
