DISCUSSION/BACKGROUND
On March 4, 2025, the Town Council adopted Resolution No. 25-4344 directing the Town Manager to proceed with preparing further designs, plans, entitlements and studies based on the conceptual site plan for potential development of the Yountville Commons site. Discretionary actions associated with approval of project plans and entitlements require review and documentation pursuant to the California Environmental Quality Act (CEQA).
On May 6, 2025, the Town Council approved Professional Services Agreement 2025-975 with PlaceWorks to prepare California Environmental Quality Act analysis and documentation for the Yountville Commons Project, in a not to exceed amount of $183,138 and authorizing the Town Manager to execute the Agreement up to the budgeted amount along with any subsequent Amendments. As the project has progressed, it has become evident that additional technical studies will be required related to CEQA and policy updates related to the Town’s Housing Preference Policy. Staff anticipate a cost up to but not exceeding $50,000 for a total not to exceed contract amount of $233,138 for this additional work.
Pursuant to Yountville Municipal Code Section 3.32.520, procurement of professional services greater than $45,000 requires Town Council approval.
