Town of Yountville
Resolution Number 25-4393
RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF YOUNTVILLE APPROVING
THE REVISED PART-TIME SALARY SCHEDULE IMPLEMENTING STATE CPI ADJUSTMENT EFFECTIVE JANUARY 1, 2026.
______________________________________________________________________ Recitals
A. Pursuant to Yountville Municipal Code section 2.08.030(A) and Yountville Personnel Rules and Policies section 6(G), the Town Manager oversees the Classification Plan for all Town employees and shall make recommendations to the Council from time to time when changes are deemed necessary.
B. From 2017 to 2023, California Labor Code section 1182.12 phased in a $15 minimum wage over six years, which the Town met in 2022.
C. Labor Code section 1182.12 also implements a yearly minimum wage adjustment after 2023, whereby the state determines annually whether to adjust the minimum wage by 3.5% or the actual rate of change in the Consumer Price Index (CPI), whichever is lower.
D. In 2025, the state minimum wage increased to $16.50 per hour in 2025.
E. To remain competitive with surrounding cities and in light of higher state minimum wages for certain industries, the Council approved a Town minimum hourly rate of $18.50 per hour in 2025, applying this adjustment across all part-time positions.
F. Effective January 1, 2026, the state minimum wage will increase by 2.49% to $16.90 per hour.
G. Staff recommends mirroring the state’s CPI adjustment by increasing the Town’s minimum hourly rate by 2.49% from $18.50 per hour to $18.96 per hour in 2026 and applying this increase across all part-time positions.
H. All employers who contract with the California Public Employees’ Retirement System (CalPERS) must comply with the publicly available pay schedule provisions contained within California Code of Regulations title 2, section 570.5.
I. It is necessary for the Town Council to review and duly approve and adopt, in accordance with requirements of applicable public meetings laws, a publicly available pay schedule.
Now, therefore, the Town Council of the Town of Yountville does resolve as follows:
1. The adjustment to the Town’s minimum hourly rate from $18.50 per hour to $18.96 per hour effective on January 1, 2026 is hereby approved.
2. The revised Part-Time Salary Schedule (Exhibit A) implementing an increased minimum hourly rate of $18.96, effective January 1, 2026, is hereby approved in compliance with California Public Employees’ Retirement System (CalPERS) statutory and regulatory requirements for publicly available pay schedules. The Town Manager is directed to implement and make this publicly available pay schedule available on the Town’s website.
3. The Resolution is hereby adopted and becomes effective and in full force immediately upon adoption.
