A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF YOUNTVILLE CREATING CIP PROJECT ST-0039 YOUNTVILLE CROSS ROAD PEDESTRIAN AND BICYCLE
IMPROVEMENTS AND APPROVING A BUDGET ADJUSTMENT IN CAPITAL PROJECTS FUND 50 IN THE AMOUNT OF $125,000 PER THE OAK + VINE BIKE/PED FAIR SHARE
CONTRIBUTION AGREEMENT TO FUND THE PROJECT, AND APPROVING A BUDGET ADJUSTMENT IN ROAD MAINTENANCE AND REHABILITATION (SB 1) FUND 26 IN THE AMOUNT OF $176,470 TO FUND PROJECT SB-6026 CURB, GUTTER, & PEDESTRIAN AND BICYCLE REPLACEMENT IN FISCAL YEAR 2025/2026.

A. The Town’s approved 5-Year Measure U project list includes rehabilitation of Yountville Cross Road, spanning from Yount Street to the Town Limits scheduled for fiscal year 2026-
27. Prior to the roadway rehabilitation, Public Works staff are evaluating options for a new sidewalk on the south side of Yountville Cross Road, from Yount Street to Stags View Lane.
B. As a condition of approval for the Oak + Vine subdivision, the developer provided an in-lieu fee of $125,000 to support sidewalk construction at this location as part of the Bike/Ped Fair Share Contribution Agreement. This fee has been received and must be allocated to a specific project.
C. Staff recommend that a new project titled ST-0039 Yountville Cross Road Pedestrian and Bicycle Improvements be created and added to the current 2025-26 Capital Improvement Program (CIP) project list with a budget of $125,000. The in-lieu fee paid by the developer will serve as the revenue source supporting this added expenditure.
D. The Capital Improvement Program (CIP) presently includes project SB 6026, Curb, Gutter, and Sidewalk Replacement, with an approved budget of $69,000. The Town currently has $176,470 available in Road Maintenance and Rehabilitation Fund 26. Staff recommend utilizing the full available balance in Fund 26, increasing the SB-6026 project budget by the available fund balance amount of $176,470 up to a total amount of $257,261.
E. Town Council authorizes new project titled ST-0039 Yountville Cross Road Pedestrian and Bicycle Improvements and authorizes a budget adjustment from Fund 50 in the amount of $125,000 per the Oak and Vine Bike/Ped Fair Share Contribution Agreement to project ST0039 and a budget adjustment in the amount of $176,470 utilizing the full available balance in Fund 26, increasing the SB-6026 project budget by the available fund balance amount of $176,470 up to a total amount of $257,261 to project SB-6026 Curb, Gutter, & Sidewalk Replacement.
Now, therefore, the Town Council of the Town of Yountville does resolve as follows:
1. Town Council authorizes new project titled ST-0039 Yountville Cross Road Pedestrian and Bicycle Improvements
2. Town Council authorizes a budget adjustment from Fund 50 in the amount of $125,000 per the Oak and Vine Bike/Ped Fair Share Contribution Agreement to project ST-0039.
3. Town Council authorizes a budget adjustment utilizing the full available balance in Fund 26, increasing the SB-6026 project budget by the available fund balance amount of $176,470 up to a total amount of $257,261.
