Adopt Resolution Number 25-4394 creating CIP project ST-0039 Yountville Cross Road Pedestrian and Bicycle Improvements and approving a budget adjustment in Capital Projects Fund 50 in the amount of $125,000 per the Oak + Vine Bike/Ped Fair Share Contribution Agreement to fund the project, and approving a budget adjustment in Road Maintenance and Rehabilitation (SB 1) Fund 26 in the amount of $176,470 to fund project SB-6026 Curb, Gutter, & Pedestrian and Bicycle Replacement in Fiscal Year 2025/2026.
DISCUSSION/BACKGROUND
The Town’s approved 5-Year Measure U project schedule includes rehabilitation of Yountville Cross Road, spanning from Yount Street to the Town Limits. This work is scheduled for fiscal year 2026-27 to follow the completion of major construction at the new Oak + Vine subdivision located at 1980 Yountville Cross Road.
Scheduling road repairs after construction helps preserve the longevity of the improvements.
Prior to roadway rehabilitation, Public Works staff are evaluating options for new pedestrian and bicycle improvements on the south side of Yountville Cross Road, from Yount Street to Stags View Lane.
While Measure U funds will cover the roadway rehabilitation, the Town has identified alternative funding sources for the pedestrian and bicycle project. As a condition of approval for the Oak + Vine subdivision, the developer provided an in-lieu fee of $125,000 to support pedestrian and bicycle construction at this location as part of the Bike/Ped Fair Share Contribution Agreement. This fee has been received and must be allocated to a specific project. Staff recommend that a new project titled ST-0039 Yountville Cross Road Pedestrian and Bicycle Improvements be created and added to the current 2025-26 Capital Improvement Program (CIP) project list with a budget of $125,000. The in-lieu fee paid by the developer will serve as the revenue source supporting this added expenditure.
In addition to the in-lieu fee received for pedestrian and bicycle improvements, the Town currently has $176,470 available in Road Maintenance and Rehabilitation (SB 1) Fund 26. These funds are designated for curbs, gutters, pedestrian and bicycle replacement, and repair. The Capital Improvement Program (CIP) presently includes project SB-6026, Curb, Gutter, and Pedestrian and Bicycle Replacement, with an approved budget of $69,000.
Staff recommend utilizing the full available balance in Fund 26, increasing the SB-6026 project budget by the available fund balance amount of $176,470 up to a total amount of $257,261. This adjustment will enable the Town to provide supplemental funding for the ST-0039 Yountville Cross Road Pedestrian and Bicycle Improvements, as necessary and advance pedestrian, bicycle and pathway improvement projects on an as needed basis.
Staff requests Town Council adopt Resolution 25-4394 creating CIP project ST-0039 Yountville Cross Road Pedestrian and Bicycle Improvements and approving a budget adjustment in Capital Projects Fund 50 in the amount of $125,000 per the Oak + Vine Bike/Ped Fair Share Contribution Agreement to fund the project, and approving a budget adjustment in Road Maintenance and Rehabilitation (SB 1) Fund 26 in the amount of $176,470 to fund project SB-6026 Curb, Gutter, & Pedestrian and Bicycle Replacement in Fiscal Year 2025/2026.
