1. CALL TO ORDER; CONVENE REGULAR MEETING - 3:00 P.M.
2. ROLL CALL
Present: 4; Mayor Margie Mohler, Council Member Eric Knight, Council Member Hillery Trippe, Council Member Pam Reeves
Absent: Vice Mayor Robin McKee
Vice Mayor McKee joined the meeting during the pledge of allegiance.
3. PLEDGE OF ALLEGIANCE
The pledge of allegiance was held. Vice Mayor McKee entered the Council Chamber.
4. ADOPTION OF AGENDA
A motion was made by Council Member Reeves, seconded by Council Member Knight to adopt the agenda. The motion carried by the following vote:

NOES: 0

5. COUNCIL MEMBER ANNOUNCEMENTS
Mayor Mohler reported on the success of the Town’s first annual Halloween Block Party.
6. PROCLAMATIONS AND RECOGNITIONS
None.
7. NON-AGENDA PUBLIC COMMENT
Mayor Mohler opened public comment, receiving none, Mayor Mohler closed public comment.
8. CONSENT CALENDAR
A. Approve minutes of the regular meeting held October 7, 2025.
B. Approve request to cancel the Town Council meeting scheduled for November 18, 2025.
C. Receive and file September 2025 Monthly Financial Report.
D. Receive and file September 2025 Quarterly Investment Report.
E. Continue the Emergency Declaration for the Town of Yountville Recycled Water Transmission Main Repair pursuant to Yountville Municipal Code 3.32.390.
F. Adopt Resolution Number 25-4393 approving the revised Part-Time Salary Schedule implementing the increased minimum wage requirement effective January 1, 2026.
G. Waive second reading and adopt Ordinance Number 25-538 repealing and replacing certain sections of Yountville Municipal Code Title 15 to adopt by reference the 2025 California Code of Regulations Building Standards Code, Title 24, Parts 1 through 12.

H. Adopt Resolution Number 25-4394 creating CIP project ST-0039 Yountville Cross Road Pedestrian and Bicycle Improvements and approving a budget adjustment in Capital Projects Fund 50 in the amount of $125,000 per the Oak + Vine Bike/Ped Fair Share Contribution Agreement to fund the project, and approving a budget adjustment in Road Maintenance and Rehabilitation (SB 1) Fund 26 in the amount of $176,470 to fund project SB-6026 Curb, Gutter, & Pedestrian and Bicycle Replacement in Fiscal Year 2025/2026.
Council Member Knight made a comment on Consent Calendar Item H, encouraging staff to reach out to the Crossroads condominium residents.
Mayor Mohler opened public comment, receiving none, Mayor Mohler closed public comment A motion was made by Council Member Knight, seconded by Council Member Reeves to approve the Consent Calendar items. The motion carried by the following vote:

9. GUEST PRESENTATIONS
A. Napa County Fire/CAL FIRE update.
Napa County Fire Chief Deurloo presented the Napa County Fire/CAL FIRE update.
B. Napa County Sheriff’s Office update.
Sergeant Baumgartner presented the Napa County Sheriff’s Office update.
10. PUBLIC HEARINGS
None.
11. ADMINISTRATIVE / REGULAR ITEMS
A. Receive the Yountville Commons pool presentation and provide direction to staff.
Town Manager Raulston introduced the item. Parks and Recreation Director Holland presented the staff report and presentation. Donavan Almond, Donavan’s Wellness Solutions addressed and answered questions of the Town Council.

It was the consensus of the Town Council to bring an item forward for discussion to the Parks and Recreation Advisory Commission meeting of November 20, 2025 to consider the options;

and staff will provide a report back to Town Council December 2, 2025.
12. STAFF PRESENTATIONS AND INFORMATIONAL REPORTS
Public Works Director Ferons gave a weather update regarding the wind advisory for the evening and provided more information on the CalVet pipeline work.
Town Manager Raulston thanked staff for finishing the North Washington Street Corridor Project.
13. COUNCIL EXTERNAL MEETING REPORTS
Mayor Mohler reported on the Napa County Flood Control meeting and noted that the Napa Valley Transportation Authority (NVTA) formed an Ad-Hoc group.
Vice Mayor McKee reported on the new mobility efforts of the NVTA.
Council Member Knight reported on the recent PG&E workshop, he also noted he would attend an upcoming Sister City conference in Orinda to learn about that program.
14. ADJOURNMENT
A motion was made by Vice Mayor McKee, seconded by Council Member Reeves to adjourn the meeting. The motion carried by the following roll call vote:
