RECOMMENDATION
Adopt Resolution Number 26-4399 receiving the Year End Financial Report for Fiscal Year 2024/2025 and approving budget adjustments assigning the available General Fund Unassigned Fund Balance in the Fiscal Year 2025/2026 Budget.

DISCUSSION/BACKGROUND
The Finance Department has recorded all transactions and activities for Fiscal Year (FY) 2024/2025 and staff presents this report as a Year End Financial Report annually. The following report is for review, analysis, and decision of the Town Council regarding potential allocation of the unassigned fund balance in the General Fund as of June 30, 2025. The annual audit has been completed, and no additional adjustment will occur. The Annual Comprehensive Financial Report (ACFR) was presented to the Town Council during the December 2, 2025, Town Council Meeting. This report is supported by the ACFR.

This report focuses on the details and status of the Town’s General Fund and provides year-end financial information on the Town’s other major funds; Capital Projects Fund, Water Utility Enterprise Funds & Wastewater Utility Enterprise Funds. The financial activity for these funds can be found at the end of this staff report.

The General Fund revenues received for FY 2024/2025 totaled $15,238,473 which was $319,200 more than the estimated budget. A brief overview of the major revenues and their performance is provided below. ▪ Transient Occupancy Tax (TOT) - The Town received a total of $8,446,782 in TOT. This is $338,818, or

3.9% less than the original budget of $8,785,600. The average occupancy rate for the year was 58.5%, down from the 62% occupancy rate in the prior FY. Average room rates were $706 which is exactly the same as the average in 2023/2024.
▪ Property Taxes – The budget for Property Tax revenue was $2,679,300. Actual revenue collections exceeded this budget amount by $201,207 or 7.5%. Property tax revenue includes excess Educational Revenue Augmentation Fund (ERAF). Napa County is one of three counties in the state for which ERAF (the property tax shift from counties, cities, and special districts to the schools) is “over funded,” according to state funding formulas. This results in a “refund” of the excess revenue back to the Town. The excess ERAF funds are subject to state approval and not included in the Town’s budget projections due to its variability.
 Sales Tax – The original budget for sales tax revenue was $1,737,000. Sales tax revenue received by the Town exceeded this estimate by $54,165, or 3.1%.
 Other Taxes - Other Taxes include cable franchise tax and real property transfer tax. Revenues received in FY 2024/2025 totaled $190,295. This was an 8.7% increase from the originally budgeted amount.

Property transfer tax revenue is transaction based. The number of real property sales and the amount of each sale determine the amount of the transfer tax assessed. ▪ Other Revenues – Revenues from Parks & Recreation Fees and Charges for Services were higher than anticipated, while Licenses & Permits, Fines & Forfeitures, and Rents & Concessions were less than the budgeted amounts. Investment Earnings revenue was higher than expected due to positive Local Agency Investment Fund (LAIF) investment rates.

FY 2024/2025 expenditures (before transfers) totaled $11,442,059 which was $2,128,050, or 15.7%, lower than the estimated budget. The graph shows more detail of what makes up these substantial savings. • Salaries & Benefits savings are due to turnover in the Planning Department, and transition in Public Works Municipal Operations due to a retirement.
• Fire & Emergency Contract Services expenditures reflect payment for the actual costs incurred for services rendered, and the budget is based on CalFire’s cost estimates. • Contract Services is where departments budget for studies and professional services and savings occur when a study or service costs less than anticipated. • Supplies & Services allow departments to purchase items necessary for daily operations and savings are generated when items are obtained at the lowest possible cost or are not needed.

FY 2024/2025 transfers out of General Fund totaled $3,598,678. The majority of this amount was for a transfer into Capital Projects Fund 50 to be used for the Yountville Commons Project. The remaining transfers out included other Council-approved items such as paying down the Town debt, growing the Towns’ reserve fund, and increasing the balances in the Town’s Facility Repair/Replacement and Fleet and Equipment Repair/Replacement funds.

Below are the effects of FY 2024/2025 revenue and expenditure activity on the General Fund Balance:

Beginning Balance on July 1, 2024 4,444,547
Plus revenues and transfers in 15,252,550
Less expenditures and transfers out 15,040,736
Ending Balance on June 30, 2025 $4,656,361
On June 30, 2025, the total General Fund Balance was $4,656,361. This amount is used to fulfill all the adopted fund balance allocations as outlined below, for the following FY (2025/2026):

Nonspendable (GASB 34, 87 & 96) 455,014
Committed for Insurance and Claims Retention 50,000
Assigned for Budget & Legal Contingencies 678,942
Assigned for Leave Buy Out 160,000
Assigned for Purchase Orders 200,000
Assigned for Workers Compensation 20,000
Total Allocations: $1,563,956
Applying the above adopted allocations leaves $3,092,405 as Unassigned Fund Balance. This amount includes the $1,127,948 of FY 2023/2024 Unassigned Fund Balance that Town Council intentionally left unallocated. In addition, it includes the results of FY 2024/2025 activity, with revenues being higher than expected and budgetary savings generated by lower than anticipated expenditures. Recommendations for re-allocation of this unassigned fund balance can be found at the end of this staff report.

Capital Projects Fund
Though the financial report that accompanies this staff report reflects project budgets and expenditures from all project funds, only Capital Projects Fund 50 is considered one of the Town’s major funds, therefore the following analysis will focus on this fund.

The nature of a capital project may cause projects to span multiple fiscal years. The FY 2024/2025 budget for Capital Projects Fund (50) expenditures and transfers was $3,729,234 which includes project related purchase orders that were carried forward from FY 2023/2024. Total expenditures were $1,884,899 and $659,109 in purchase orders for unfinished projects were rolled forward into FY 2025/2026. The overall budget savings was $1,844,336. These savings go back into the fund balance for Fund 50. At June 30, 2025, the Capital Projects Fund balance was $2,484,468.

Water Enterprise Funds
The Drought Reserve Fund (57) ended with a fund balance of $2,163,940 as of June 30, 2025.

Water Utility Capital Improvement Fund (60-4500) total revenue including interest and transfers in was $559,282.

Revenues generated from system replacement fees totaled $162,361 which exceeded budget by 3.7%. Interest income also surpassed budget expectations, bringing in an additional $17,421 of revenue into the fund. A total of $398,618 was spent out of this fund for water capital improvement projects. The net result of this revenue and expenditure activity was an increase to fund balance of $160,663. This fund ended with a positive total fund balance of $3,509,855. Of this amount $552,695 is considered working capital, or in other words, funds available to use for projects. Working capital is calculated by reducing the total fund balance by capital asset values, funds assigned for debt service, and reserve targets.

Fund 61, the aggregate of Water Operations and Distribution (61-4505) and Water Utility Purchases and Conservation (61-4507) ended with a positive fund balance of $1,073,456. Total revenues were $2,119,065 which is more than the budget estimate by 12%. Routine operating, maintenance, and water purchase expenditures along with a transfer out to the Water Capital Improvement Fund (60) totaled $1,778,532, which was $268,724 or about 13% under budget. The net result of this revenue and expenditure activity is that fund balance increased by $340,533 in Fund 61. Available balance from this operating fund is used as a funding source for Water Utility Capital Improvement Fund 60 in future budgets.

Wastewater Enterprise Funds
Fund 62, which accounts for the aggregate of Wastewater Collection Operations (62-4510) and Wastewater Treatment Operations (62-4515) revenues and expenditures, ended with a positive fund balance of $1,401,665.

Total revenues were $3,200,399 and exceeded budget by 15.9%. Total expenditures were $2,415,871 ending the year under budget by $482,060 or 16.6%. The net result of this revenue and expenditure activity is that fund balance increased by $784,527 in Fund 62.

The Wastewater Capital Recovery Fund (63-4518) experienced revenue collections in the amount of $808,610 and expenditures in the amount of $740,216. The net result of this revenue and expenditure activity was an increase to fund balance of $68,393. This fund ended with a positive working capital of $4,705,874. This amount is calculated by reducing the total fund balance by capital asset values, funds assigned for debt service repayment, and reserve targets.

The Wastewater Collection Capital Improvement Fund (64-4519) experienced revenue collections in the amount of $154,223 and expenditures in the amount of $137,181. The net result of this revenue and expenditure activity was an increase to fund balance of $17,042. This fund ended with a positive working capital of $670,621. This amount is calculated by reducing the total fund balance by capital asset values, funds assigned for debt service repayment, and reserve targets.

The 2022 Water and Wastewater Utility Rate Study was approved in November 2022, and the fourth of five utility rate increases was implemented on January 1, 2026. An 8.5% increase was applied to water rates, and a 5.9% increase was applied to wastewater rates. The next and final annual increase per the Five-Year Rate Scheduled will be implemented on January 1, 2027. Future utility rate increases will assist the water and wastewater funds in funding projects and operations, and meeting reserve targets.

The Town Council implemented a low-income subsidy program modeled after the Pacific Gas and Electric Care Program, to help mitigate the impact to low-income rate payers. This is a council approved exception to the aforementioned policy and is a maximum $12,000 subsidy from the General Fund to water and wastewater funds ($6,000 each). At June 30, 2025, twenty residents were enrolled in the program, and the total expense between the water and wastewater funds in FY 2024/2025 was $12,000.

General Fund Unassigned Fund Balance
Staff are providing suggestions for reallocation of the $3,092,405 Unassigned Fund Balance for Town Council discussion and direction. A resolution approving specific allocations is provided for consideration and includes the items below. This will result in budget adjustments for FY 2025/2026:

1. Transfer $3,050,000 into Capital Projects Fund 50 to increase funding available for CF-0046 Yountville Commons Project. This would increase the total FY 2025/2026 budget for this up to $3,984,161.

2. Leave the remaining $42,405 in General Fund Unassigned Fund Balance.

Staff seek approval of the suggested reallocation of General Fund Unassigned Fund Balance as outlined above, or direction as to how the Town Council would like to revise the suggested reallocations.
