RECOMMENDATION
Adopt Resolution Number 26-4400 authorizing the filing of a Notice of Completion and accepting the work for the MT-3026 Measure T Washington Street Rehabilitation Project performed by Goodfellow Bros. under the total contract amount of $1,272,880.45.
DISCUSSION/BACKGROUND
At the June 17, 2025, Town Council meeting, Council awarded the MT-3026 Measure T Washington Street Rehabilitation Project to Goodfellow Bros. at the bid price of $1,248,489. This project consisted of the rehabilitation of Washington Street from Yount Street to the northern Town Limits and Webber Avenue from the Vine Trail entrance to Yount Street. The work consisted of lowering the existing utility covers, full depth asphalt repair in failing sections, grinding the existing asphalt, overlaying the street surface with new hot-mix asphalt, and all new traffic markings and improvements to pedestrians and bicyclists.
During the course of construction, several field adjustments were necessary, leading to multiple change orders.
Additionally, after evaluating potential impacts, a portion of the work was rescheduled to nighttime hours to minimize disruptions, resulting in a scope change order. The scope of work underwent modifications resulting in both additions and deductions to the original project base bid. These adjustments are detailed in the following change order list:
Awarded Bid Price $1,248,489.00
Change Order No.1 $ 37,872.00
Change Order No.2 $ 13,959.00
Change Order No.3 $ 33,940.00
Final field Quantities Additive $ 15,593.45
Final field Quantities Deductive $ -76,973.00
Final Project Change Order $ 24,391.45
Total Project Cost $1,272,880.45
Prior to this project, the Pavement Condition Index (PCI) for the Town was 80. A PCI of 80 signifies streets of high quality compared not only to those in Napa Valley but also within the greater Bay Area. Washington Street segments and the entirety of Webber Avenue represented some of the lowest rated street sections in town.
Following the comprehensive road improvements on both streets, the Town's PCI score exceeded the previous rating of 80. Upon completion of this project, the average PCI for the Town is projected to be an even higher PCI rating of 82.
All of the work has been completed to the satisfaction of the Public Works Department. By this Resolution, the Town Council authorizes the Director of Public Works to execute the Notice of Completion and directs the Town Clerk to file said Notice of Completion with the Napa County Clerk Recorder.
