1. CALL TO ORDER; CONVENE REGULAR MEETING - 3:00 P.M.

3. PLEDGE OF ALLEGIANCE
The pledge of allegiance was held.
4. ADOPTION OF AGENDA
A motion was made by Council Member Knight, seconded by Vice Mayor Reeves to adopt the agenda.
The motion carried by the following vote:

5. COUNCIL MEMBER ANNOUNCEMENTS
Vice Mayor Reeves announced the next Picnic with a Vet event on March 12th from 11:00am - 1:00pm, and the 2026 Napa Climate Summit event on March 26th from 3:00pm - 6:00pm at the Napa Valley College Performing Arts Center.
Council Member Knight thanked those who sent in letters to voice their comments.
Council Member McKee echoed Council Member Knights statement, thanking people for their feedback.
Mayor Mohler provided clarification on the ongoing process of the Yountville Commons project.

A. American Red Cross Month Proclamation.
Mayor Mohler presented the Proclamation to Molly Morales.

8. CONSENT CALENDAR
A. Approve minutes of the regular and special closed session meetings held February 3, 2026; and regular study session meeting held February 17, 2026.
B. Receive and file January 2026 Monthly Financial Report.
C. Continue the Emergency Declaration for the Town of Yountville Recycled Water Transmission Main Repair pursuant to Yountville Municipal Code 3.32.390.
D. Adopt Resolution Number 26-4400 authorizing the filing of a Notice of Completion and accepting the work for the MT-3026 Measure T Washington Street Rehabilitation Project performed by Goodfellow Bros. under the total contract amount of $1,272,880.45.
E. Adopt Resolution Number 26-4401 approving budget adjustment of $75,000 to the Capital Projects Community Center Enhancements CF-0022.
F. Adopt Resolution Number 26-4402 approving Amendment No. 2 to increase the maximum amount of Agreement 2023-817 with Commercial Power Sweep and authorizing the Town Manager to execute Amendment No. 2 up to the budgeted amount.

12. STAFF PRESENTATIONS AND INFORMATIONAL REPORTS
A. Washington Street improvements: projects, programs, and permits.
Public Works Director Ferons; Building and Planning Director Hecock; Deputy Director of Marketing and Economic Development Wilmore; Parks and Recreation Director Holland; and Town Manager Raulston presented the staff report and presentation.
Administrative Services Director King’s department is working on the proposed Biennial Budget in preparation for the upcoming April 7, 2026, budget workshop.

Planning and Building Director Hecock reported on the February 26, 2026, Zoning and Design Review Board (ZDRB) regular retreat meeting which included presentations from Town Manager Raulston on Governance and Effective Meeting Practices; from Director Hecock on Planning Foundations and Best Practices; and from Assistant Attorney Anderson on the Brown Act including Due Process, Communication Protocols, Findings and Conduct.
Public Works Director Ferons gave an update on the farmstand and Washington Street parking lot.
Communications Director/Town Clerk Gaede announced the community cookout series to be held on the last Tuesday of the month. The first event will be held on March 31st at Bud’s BBQ.
She also invited those interested to sign up to be a neighborhood block host for the upcoming Yountville Night Out to be held in July this year.
13. COUNCIL EXTERNAL MEETING REPORTS
Vice Mayor Reeves reported on the Climate Action Committee, and requested an item be added to the March 17th agenda for the Regional Climate Action Plan (RCAP). She also discussed the approval of a new electronic application used for public transit in the Napa Valley.
Council Member Trippe also discussed the RCAP.
Council Member McKee reported on the recent Commission on Aging meeting.
Council Member Knight reported on the Napa Valley Transportation Authority meeting.
14. ADJOURNMENT
A motion was made by Council Member McKee, seconded by Vice Mayor Reeves to adjourn the meeting. The motion Carried by the following roll call vote:
