Subject: Town of Yountville Recycled Water Transmission Main Repair Project Amendment No.3 for Planning and Biological Consulting Services Dear John,
PCI Ecological is pleased to offer planning, and preconstruction and construction biological consulting services to the Town of Yountville associated with the Yountville Recycled Water Transmission Main Repair Project located at the Napa River, southeast of the Town of Yountville, 94599 (Latitude 38.39869, Longitude -122.34348). The project entails the installation of a highdensity polyethylene (HDPE) pipe using horizontal directional drilling (HDD) methods under the Napa River (below grade) in order to restore recycled water conveyance services and replace an existing polyvinyl chloride (PVC) pipe that was rendered unusable following a collapse in February 2023. Following installation of the new HDPE water main, the temporary repair will be decommissioned and removed from the site. Authorization from the San Francisco Bay Regional Water Quality Control Board (RWB) via a Notice of Applicability and the California Department of Fish and Wildlife (CDFW) via a Final Streambed Alteration Agreement (SAA) has been issued to implement the project.

The following are the scope and budget estimate to meet the requirements as noted in the above authorizations from the RWB and CDFW in order to implement the project. This budget estimate includes the existing budget under Phase 330 Pre-Construction Biological Services, approved via the Modification Request (Amendment No. 2) dated July 10, 2025. Work will be conducted under PCI’s current Professional Services Agreement (Amendment No. 3) or a new standalone agreement.

SERVICES TO BE PERFORMED BY PCI ECOLOGICAL
The following tasks outline the scope of work to be completed by PCI.

1. Review contractor-prepared Frac Out Plan and submit to CDFW and RWB prior to construction.

2. Prepare and submit biologist(s) qualifications to CDFW staff for approval.

3. Pre-construction Swainson’s hawk surveys
• Conduct Swainson’s hawk surveys within a 0.5-mile buffer of the project site prior to construction as described in Measure 2.19 of the CDFW SAA and in the Recommended Timing and Methodology for Swainson’s Hawk Nesting Surveys in California’s Central Yountville Recycled Water Transmission Main Repair Project Planning and Biological Consulting Services

Valley survey protocol1. This includes conducting surveys within a minimum of two (2) survey periods prior to construction; each period requires 3 surveys for a total of 6 surveys.2
• Prepare and submit survey results to CDFW.

4. Preconstruction special-status species surveys
• Prepare and submit foothill yellow-legged frog (FYLF) survey methodology to CDFW for approval prior to completion of the preconstruction FYLF survey. • Complete one (1) preconstruction biological survey within 48 hours of start of work.

Survey will focus on identifying presence of foothill yellow-legged frog, northwestern pond turtle, American badger occupied habitat, and active native bird nests. Nesting bird surveys are only needed if work occurs within the designated nesting season (February 1 - August 31).
• Prepare and submit preconstruction survey results to CDFW. • Coordinate preconstruction surveys and access with the Town of Yountville and the contractor.

5. Construction monitoring and crew training
• Prepare training materials and present the materials to all construction personnel employed on the project to discuss biological resources issues and protection measures per project permits(one [1] training budgeted). The training will be completed on the first day of construction, and documentation of the training will be prepared and provided to CDFW.
• Complete daily site inspections prior to the start of work each day until CDFW approves transitioning from on-site biological monitoring to an on-call qualified biologist. PCI has budgeted 8 hours for one (1) day of biological monitoring during initial vegetation disturbance and 4 hours for five (5) additional daily site inspections; time includes travel. • Coordinate training and construction monitoring activities with the Town of Yountville and the contractor.
• Prepare and submit contractor training and site inspection documentation to CDFW as needed.

6. Project completion as-built report
• Establish a minimum of six (6) photo-documentation points (three (3) at the entry point and three (3) at the exit point of drilling activities) to be imaged pre- and post-construction within the project area; use to track impacts and overall project success. • Prepare a site map with the photo-documentation points clearly marked. 1 Swainson’s Hawk Technical Advisory Committee. 2000. Recommended Timing and Methodology for Swainson’s Hawk Nesting Surveys in California’s Central Valley. May 31, 2000. Accessed at:
https://nrm.dfg.ca.gov/FileHandler.ashx?DocumentID=83990&inline 2 Survey timing example: If the project starts after June 21 and before the end of Swainson’s Hawk nesting season (August 31), surveys should be conducted in Period III (April 5 to April 20) and Period V (June 10 to July 30). Surveys should never be initiated in period IV (April 21 to June 10) and should not be conducted at all if active nests have not already been identified in previous survey periods. Exact survey timing will be determined based on project start time.

• Review the contractor-prepared report that describes the collection and containment of bore spoils and drilling fluids, any backfilling of boreholes, and the disposal of bore spoils and drilling fluids.
• Review and submit contractor-prepared as-built report with these post-construction summaries, photographs, and map to CDFW and RWB.

PCI DELIVERABLES
• PCI review comments on the contractor-prepared Frac Out Plan; submit final version to CDFW and RWB prior to the start of construction.
• Biologist(s) qualifications; submitted to CDFW prior to the start of construction. • Swainson’s hawk survey results memo; submitted to CDFW prior to the start of construction.
• Foothill yellow-legged frog survey methodology; submitted to CDFW 30 days prior to the start of construction.
• Preconstruction survey results memo; submit to Town for review and submit the final memo to CDFW prior to the start of construction.
• Documentation of biological training submitted to CDFW. • Email inspection summaries as needed to CDFW.
• Submit as-built report developed by the contractor or the City to CDFW and RWB post construction.

ASSUMPTIONS
Swainson’s Hawk Survey Assumptions:
• Swainson’s hawk nesting survey timing will be based on the start of construction date.

The Town of Yountville will provide this date or a working estimate to PCI by April 5, 2026, which is the latest date Swainson’s hawk surveys can be started and still meet the minimum requirements.
• The Town of Yountville will provide or facilitate survey access to 0.5-miles of land surrounding the project area, to the extent feasible, for nesting surveys. • If access is not available to some of the 0.5-mile area around the project site for nesting surveys and it is reasonable given Swainson hawk natural history and site considerations, PCI will request that CDFW consider the accessible area surveyed sufficient for this project. PCI is not responsible for a positive response from CDFW in this eventuality. • PCI anticipates that CDFW will approve PCI biologists to complete Swainson’s hawk surveys. If CDFW does not grant approval, PCI will assist the Town of Yountville in identifying a CDFW-approved qualified biologist to complete surveys. • This scope and budget do not include monitoring Swainson’s hawk nests if one is identified during the survey. Nest monitoring services will require additional scope and budget; PCI may be able to provide these services if needed.

All Other Preconstruction and Construction-period Biology Task Assumptions:
• PCI will have access to the project site, and surrounding 500-foot area, to conduct preconstruction surveys and construction monitoring tasks. • The cost estimate includes one preconstruction nesting bird survey. If construction pauses for seven (7) or more consecutive days during the nesting season and then Yountville Recycled Water Transmission Main Repair Project Planning and Biological Consulting Services

resumes, an additional nesting bird survey will be required. PCI can complete additional surveys as needed, but additional budget may be required. • The cost estimate assumes a Town of Yountville staff member or contractor crew member will be approved by CDFW to carry out the California freshwater shrimp habitat protection silt fence daily inspection described in measure 2.17 of the SAA. • A CDFW-approved PCI Qualified Biologist will conduct the preconstruction surveys and provide the required crew training. Once those tasks are complete, a Qualified Biologist or approved Biological Monitor will conduct the daily site checks during construction, if needed, and within the budgeted amount. If CDFW requires monitoring beyond what is included in the cost estimate, PCI can provide additional monitoring for an additional budget.
• A PCI Qualified Biologist will be on-call when not onsite during construction hours to be available to travel to the site if a special-status species is identified onsite and needs to be relocated and/or documented. Additional budget may be required for on-call Qualified Biologist Services if they are needed; there are no hours allocated for on-call services in the existing budget.
• PCI assumes a CESA Incidental Take Permit (ITP) from CDFW is not required to implement the project. Should CDFW request a CESA ITP, additional budget will be necessary. • The contractor will prepare the Frac-Out Plan, and the report that describes the collection and containment of bore spoils and drilling fluids, any backfilling of boreholes, and the disposal of bore spoils and drilling fluids. This report would be included in the as-build report.

SCHEDULE
PCI will work with the Town of Yountville and the contractor, as needed, to develop a project schedule. PCI will submit biologist resumes to CDFW upon authorization from the Town of Yountville. Swainson’s hawk nesting surveys may begin as soon as March 2026, after CDFW provides notice of approval and a construction start date is determined.

ESTIMATED COST
Our estimated cost to complete the services described above based on stated assumptions is $17,691. A detailed cost estimate is enclosed and includes the existing budget under Phase 330 Pre-Construction Biological Services, in the amount of $9,786. Final cost may vary depending on the actual time and materials required. We will not exceed the total estimate by more than 10% without authorization. PCI’s actual fees will be on a time and materials basis in accordance with the Fee Schedule, enclosed.

PERSONNEL
Samantha Thomas, Senior Environmental Planner, will be PCI’s project manager and primary point of contact for the project. Carrie Lukacic, Principal Environmental Planner, will be the project principal. Celia Chatham, Biologist, will be the lead biologist. Other PCI personnel may assist as needed.
