RECOMMENDATION
Adopt Resolution Number 26-4410 request to the Metropolitan Transportation Commission for the allocation of fiscal year 2026-2027 Transportation Development Act Article 3 Pedestrian/Bicycle project funding for the design of Multi-Modal Improvements on California Drive.
DISCUSSION/BACKGROUND
This staff report provides background on the proposed resolution requesting an allocation of Transportation Development Act Article 3 (TDA-3) Pedestrian/Bicycle funds from the Metropolitan Transportation Commission (MTC). If approved, the allocation would fund the design of bicycle and pedestrian improvements on California Drive, from Solano Avenue to Washington Street. California Drive is the primary southern connection to Town via the Vine Trail and includes crossings at the Wine Train tracks and the State Route 29 (SR 29) on- and offramps. Multiple agencies have jurisdiction within this segment, making the project both essential and complex.
TDA-3 funds would support the design work and the coordination required among the involved agencies.
The TDA-3 funding application submitted this fiscal year covers a three-year programming cycle that includes FY 2026/2027. The Town is requesting $125,000 in TDA-3 funds for FY 2026/2027. If awarded, the funds would be used to procure consultant services to complete the project design.
The proposed resolution authorizes the Town of Yountville to submit a request to MTC for an allocation of TDA Article 3 Pedestrian and Bicycle Project funds for FY 2026/2027.
