A motion was made by Council Member Knight, seconded by Vice Mayor Reeves to adopt the agenda.

Mayor Mohler closed public comment.
Town Council directed staff to bring back a report on rent stabilization.
8. CONSENT CALENDAR
A. Approve minutes of the regular and special budget workshop #1 meetings held April 7, 2026; and special closed session and budget workshop #2 meetings held April 21, 2026.
B. Continue the Emergency Declaration for the Town of Yountville Recycled Water Transmission Main Repair pursuant to Yountville Municipal Code 3.32.390.
C. Receive and file March 2026 Monthly Financial Report.
D. Receive and file March 2026 Quarterly Investment Report.
E. Receive and file annual administrative update of the Master Fee Schedule.
F. Adopt Resolution Number 26-4407 approving an amendment to the existing Professional Services Agreement (PSA) with Prunuske Chatham, Inc., increasing the agreement's maximum amount from $60,000 to $78,000 and authorizing the Town Manager to execute the amendment and following amendments for this contract up to the budgeted amount.
G. Adopt Resolution Number 26-4408 approving fiscal year 2026-27 project list for SB1: The Road Repair and Accountability Act.
H. Adopt Resolution Number 26-4409 approving Agreement 260317B with Napa County for the provision of animal shelter services, including reimbursement of the Town’s proportional share of costs, from July 1, 2026, through June 30, 2031.
I. Adopt Resolution Number 26-4410 request to the Metropolitan Transportation Commission for the allocation of fiscal year 2026-2027 Transportation Development Act Article 3 Pedestrian/Bicycle project funding for the design of Multi-Modal Improvements on California Drive.
Council Member McKee requested additional information from Administrative Services Director King on Item 8.C. Director King provided details about the general reserve balance. Council Member McKee also asked for clarification about Item 8.I about the source of funding. Deputy Public Works Director Ramirez provided clarification on funding.
Mayor Mohler opened public comment, receiving none, Mayor Mohler closed public comment.
A motion was made by Council Member McKee, seconded by Council Member Knight to approve the consent calendar items. The motion carried by the following vote:

A. Adopt Resolution Number 26-4411 appointing and approving an employment agreement with Ken MacNab as Interim Town Manager.
Human Resources Analyst Ashley Ray presented the staff report.
Mayor Mohler opened public comment, receiving none, Mayor Mohler closed public comment.
A motion was made by Council Member McKee, seconded by Mayor Mohler to adopt the Resolution. The motion carried by the following vote:

Interim Town Manager MacNab addressed the Town Council.
