RECOMMENDATION
Adopt Resolution Number 26-4412 authorizing a Professional Services Agreement with Pavement Engineering Inc. to prepare street rehabilitation plans, specifications and engineering, and provide bid support services for the MU-2027 Roadway Rehabilitation Vista Neighborhood Project in an amount of $60,448 and authorizing the Interim Town Manager to execute the Agreement up to the budgeted amount along with any subsequent Amendments.
DISCUSSION/BACKGROUND
At the May 6, 2025, Town Council meeting, the Town Council adopted the Town’s Measure-U 5-year Plan.
Measure-U is the half cent transaction and use (sales) tax to provide supplemental funding for road maintenance previously known as Measure-T. As a reminder, the Measure-U County-wide sales tax began July 1, 2025, implemented by the Napa Valley Transportation Authority - Taxing Authority (“NVTA-TA”), with the proceeds to be allocated among all local agencies within the County. The first five-year plan begins in fiscal year 25-26 and extends to fiscal year 29-30 with an update to the plan required in fiscal year 27-28. The Vista Neighborhood is scheduled in the 5-year plan and is comprised of Vista Court, Vineyard Circle and Vista Drive.
Pavement Engineering Inc. (PEI) has provided a proposal to prepare pavement Plans, Specifications, and Engineering (PS&E), and bid support services for the MU-2027 Roadway Rehabilitation Vista Neighborhood Project at a cost of $60,448. This amount exceeds the Town Manager’s signing authority as outlined in Municipal Code 3.32.520, which states that the Town Manager may approve professional service contracts up to and including $45,000, while contracts exceeding this amount require Town Council approval.
The total cost of the PEI proposal is $60,448, which will be funded from Special Revenue Fund 20 (Gas Tax) and Senate Bill (SB) 1 Fund 26. This allocation will cover the necessary engineering design services and oversight of the MU-2027 Roadway Rehabilitation Vista Neighborhood project. The funds are specific for this type of work, ensuring that the Town’s Gas Tax revenue and the Road Maintenance and Rehabilitation funds are used appropriately.
Staff respectfully requests that the Town Council adopt Resolution Number 26-4412 authorizing a Professional Services Agreement with Pavement Engineering Inc. to prepare Street Rehabilitation plans, specifications and engineering, and provide bid support services for the MU-2027 Roadway Rehabilitation Vista Neighborhood Project in an amount of $60,448 and authorizing the Town Manager to execute the agreement up to the budgeted amount along with any subsequent amendments.
