RECOMMENDATION
Consider appointment of one (1) individual to represent the Town of Yountville on the Napa Valley Transportation Authority (NVTA) Citizen Advisory Commission filling an unexpired term of office to commence immediately upon confirmation by the NVTA Board and ending October 20, 2027.
DISCUSSION/BACKGROUND
The Napa Valley Transportation Authority (NVTA) in June 2016 convened a permanent Citizen Advisory Committee (CAC) to focus on issues related to all modes of transportation - automobile, transit, biking, walking with a goal of updating the transportation infrastructure and improving the health and wellbeing of our community in Napa Valley. CAC members assist NVTA staff with the planning of important countywide plans and projects.
In total, 19 members will be appointed to the CAC to represent a broad spectrum of interests and the diverse communities in Napa Valley. Six of those members will be appointed by the elected boards of Napa County's jurisdictions: the cities of American Canyon, Calistoga, Napa and St. Helena; the Town of Yountville; and the County of Napa. Members serve two-year terms. NVTA CAC meetings are typically held the first Wednesday of the month at 5:30 p.m. at NVTA's office located at 625 Burnell Street in Napa.
Recruitment
The Town of Yountville has been recruiting to the fill vacant NVTA CAC Yountville representative position since October 2025 when the previous term expired. The position has been advertised as open until filled. As of May 12, 2026, one (1) application was received from Vincent Courtney. Mr. Courtney currently also serves on the Parks and Recreation Advisory Commission.
The Town Council Handbook, Chapter II, Section Boards, Commissions, and Committee appointments state that “In the event the number of applicants equals the number of vacancies, the Town Council may waive the interviews and make the appointments based on the applicant's qualifications. This allows the Town Council to promptly fill available positions while ensuring all selected candidates meet the qualifications for their respective roles.”
