Dear Mayor Mohler and Members of the Town Council,
Thank you for considering Peckham & McKenney to assist with the Town of Yountville’s Town Manager recruitment. We would be honored to represent you in this important search, helping identify the right candidate to work effectively with the Council, serve residents, and advance your community’s goals.

As a mid-sized, long-standing boutique firm, Peckham & McKenney is recognized for successful, lasting placements. Four qualities set us apart and explain why cities choose us:
• We actively and personally recruit candidates. Rather than relying solely on advertisements, we leverage our extensive network, direct outreach by phone, email, and LinkedIn, and promote the opportunity with zeal
• We limit the number of concurrent searches, ensuring focused attention on each client. • We prioritize clear, consistent communication with both clients and applicants. • Your recruiter is directly responsible for every aspect of the search, serving as your single point of contact.

As an executive recruiter, I am proud of our work because our values emphasize supporting public agencies in furtherance of good government, placing quality above quantity, and building enduring relationships with those who serve the public.

Our team is composed of retired city executives who are deeply committed to the public sector. For example, I have 28 years of experience in California local government, including more than 15 years as Town Manager for the Town of Los Altos Hills. I understand the responsibilities and expectations of a small-town manager, and I know what it takes to identify strong candidates. Over the past three years, I have successfully completed City Manager recruitments for the Northern California Cities of Anderson, Angels Camp, Corning, Hollister, Ione, Pleasant Hill, Redding, Weed and Yreka. ———————— Peckham & McKenney, 300 Harding Boulevard, Suite 203D, Roseville, CA 95678 ———————— Enclosed is our detailed proposal outlining our process, timeline, resources, references, experience, and fee. Also enclosed with this proposal is an example of a City Manager recruitment brochure for Yreka that I prepared with input from the City Council and designated representatives.

I am prepared to launch the recruitment this month. Peckham & McKenney is excited to implement a process that will lead to the successful placement of a candidate who truly “fits” the Town’s interests. I reside in northern California and will attend the key meetings in person, including the presentation of candidate résumés to the Council and the Town Manager candidate interviews.

Please feel free to contact me at (650) 504-3515 with any questions.

Sincerely,
Carl Cahill, Executive Recruiter

CITY OF YREKA, CALIFORNIA
The Community
Yreka (pronounced Why‑REE‑kuh) is
a historic and welcoming community
located just south of the Oregon border
in far Northern California. Founded in
1851 after gold was discovered along the
Siskiyou Trail, Yreka quickly grew into a
thriving Gold Rush town.

Today, the city of 7,827 residents
preserves its heritage through the
Siskiyou County Museum, the Ley
Station Fire Museum, and the
beautifully maintained Miner Street
Historic District, home to more than
70 pre‑1900 structures and a vibrant
collection of local shops and eateries.

As the largest city and county seat of
Siskiyou County, Yreka anchors the
heart of the Shasta Valley, offering
a blend of small‑town charm, civic
pride, and regional significance. The
community enjoys sweeping views
of Mount Shasta and easy access
to exceptional outdoor recreation,
world‑class fishing, rafting on the
Klamath and Rogue Rivers, winter sports
near Mount Shasta, and thousands of
acres of forest and wilderness.

The City maintains eight public parks

hiking and mountain biking trails.

Yreka also offers amenities that support
lifelong learning, culture, and family life.

The College of the Siskiyous – Yreka
Campus provides higher‑education
opportunities, workforce training,
and community programming. Yreka
celebrates community with lively
events such as Golden City Days and
Summer Concerts in the Park, along
with preservation and arts initiatives
that showcase local galleries, theaters,
and cultural programs—all highlighting
the city’s creative spirit and small‑town
charm.

Public schools in Yreka serve students
from kindergarten through high school,
offering small class sizes, a supportive
environment, and strong community
connection.

With affordable housing, four distinct
seasons, and a relaxed rural lifestyle,
Yreka offers an exceptional quality of
life for those who appreciate history,
nature, and a close‑knit community. For
