RECOMMENDATION
Adopt Resolution Number 26-4417 rejecting all proposals for the Yountville Commons Project due to changed market conditions.
DISCUSSION/BACKGROUND
In June 2025, the Town Council adopted Resolution 25-4371, a policy governing design-build procurement and conflicts of interest for eligible public projects, consistent with Public Contract Code section 22160 et seq. and Government Code sections 1090 and 1097.6. That action established the basis for use of the design-build procurement method for the Yountville Commons Project at 6554 Yount Street.
In August 2025, the Town Council adopted Resolution Number 25-4382 which authorized the release of a Request for Qualifications (RFQ) in accordance with industry best practices for the Yountville Commons Civic and Workforce Housing Design-Build Program. The RFQ defined the Town’s expectations regarding project scope, budget, and design excellence goals. It also identified key evaluation criteria, including technical expertise, team organization, past performance, financial capacity, and order-of-magnitude costs and timelines for projects of similar size and scale. In addition, it established process milestones, including shortlist selection, the proposal phase, interviews, and final award.
The prior Council actions were intended to position the Town to use a design-build delivery model for the Yountville Commons Project and to establish a process for selecting a qualified design-build entity. Since adoption of those actions, substantial time has passed and market conditions have changed, including but not limited to significant increases in fuel costs and rising inflation. As a result, the assumptions underlying the original Request for Proposals and the proposals submitted in January of this year, including pricing, contractor interest, schedule, and overall feasibility, may no longer reflect current conditions or terms under which interested design-build entities would still be willing to perform the scope of work. Proceeding under the prior RFP authorization may not result in the most responsive or cost-effective outcome as underlying market and pricing assumptions are now outdated. Staff therefore recommend that the Town Council reject all submitted proposals and terminate the RFP process at this time. The Town Council may direct staff to issue a revised RFP to previously short-listed entities or return with a revised procurement strategy, if appropriate, at a later date.
The proposed action is therefore to adopt Resolution Number 26-4417 rejecting all proposals for the Yountville Commons Project due to changed market conditions.
