RECOMMENDATION
Adopt Resolution Number 26-4422 approving a new agreement with the County of Napa/CalFire for provision of fire protection and emergency medical services to the Town of Yountville for the period of July 1, 2026 to June 30, 2028 and authorizing the Interim Town Manager execute the agreement.
DISCUSSION/BACKGROUND
The Napa County Fire Department contracts with the California Department of Forestry and Fire Protection (CAL FIRE), for personnel for its fire protection services in addition to nine volunteer fire departments that operate under a County Fire Plan and are supported by the County. The County then contracts with the Town of Yountville and the California Veterans Home to provide fire protection services to those jurisdictions.
Fire Protection Services in the Yountville area continue to be provided through this three-way cost share between the County, the Town of Yountville, and the Veterans Home. The agreement provides for the Town’s share of staffing, including fire suppression, fire prevention, rescue, emergency medical service, and all life safety hazards as well as operating the Yountville Station. The current agreement expires June 30, 2026.
Per the new agreement, Fiscal Year 2026/2027 reflects a contract maximum of $2,058,005. This amount includes a 5% increase over prior year cost of services plus $149,130.86 for annual apparatus charges.
Similarly, Fiscal Year 2027/2028 includes a second 5% increase plus $149,130.86 for annual apparatus charges totaling $2,153,449.
It is worth pointing out that in prior agreements, the annual apparatus charge was $30,000, so the biggest change in the new agreement is applicable to the apparatus charge. This has been proposed by the County in order to move toward a more balanced three-way cost sharing framework among the participating agencies.
The agreement is written as a total contract maximum amount of $4,211,454; however, the Town of Yountville is only billed based upon services actually provided and reimbursable expenses actually incurred.
