RECOMMENDATION
Adopt Resolution Number 26-4421 authorizing the Interim Town Manager to execute a master services agreement with MCCi for its Community Development Platform to implement a new online permitting and payment portal for a total cost of $114,656.25.
DISCUSSION/BACKGROUND
In 2022, the Town of Yountville implemented the use of OpenGov, Inc. which is software that enables the Town to provide online services to the community. A few of these services include online applications for building permits, planning applications, business licenses, rental registrations, special events permits, and encroachment permits. The software also allows online payment of Transient Occupancy Tax for the hotels within Town.
OpenGov, Inc. also integrates with LaserFiche, the Town’s record management software which automates the electronic records retention process.
Since the Town will soon enter its final year of the contract with OpenGov Inc., staff have evaluated the options for continuing to provide these services to the community. This evaluation considered topics such as the quality of the experience for the external users, the quality of the software from a functionality, maintenance, and support perspective experienced by staff, the current and future cost of the software, and planned growth and improvement to the current services provided.
As a result of this evaluation, the staff’s recommendation is to transition these online services to MCCi designed Community Development Platform after the expiration of the OpenGov, Inc. agreement. MCCi is the Town’s current LaserFiche distributor and partner. As a current client of MCCi and user of LaserFiche this would essentially be an expanded use of the Town’s current software. When possible, it is most efficient and effective for the Town to utilize one software for as many functions as possible. Below are some additional factors that contributed to staff’s recommendation to transition to MCCi software:
• Automatically integrates with LaserFiche in terms of electronic records storage. • Offers customers additional payment methods than what is currently available. • Offers increased and enhanced reporting functionality for staff. • Annual cost will be less than future annual cost of OpenGov, Inc. software. • Streamlines the accounting of payments received by way of an automatic import into the Town’s financial software instead of the current process of manually exporting and importing data. • Offers the public a more transparent view into the permit process. • Offers more opportunities for the public to self-service for easy tasks. • Supplies an integrated support environment where the vendor is already familiar with our infrastructure.
In February 2026 MCCi submitted a proposal to provide Community Development Platform services. The total cost of the agreement is $114,656.25 The proposal of costs provided by MCCi is included as an attachment to this staff report.
In anticipation of this transition, staff included the potential costs in the Biennial Budget for Fiscal Years 2026/2027 and 2027/2028 which was adopted by the Town Council at the May 19, 2026 meeting. Staff also verbally communicated the need for this transition in the budget workshops preceding the budget adoption. The budget for this software is split between the Administrative Services Department (for online TOT and business license payments), Planning Department (for online building permits and planning applications), and the Public Works Administrative Services Department (for other online forms such as encroachment and tree removal permits). These costs are included in the Contract Services budget for each of these departments in Fiscal Year 2026/2027.
If the Town Council grants authorization to execute this agreement, staff will begin the setup and implementation process of this new software in July 2026. It is important to note that in Fiscal Year 2026/2027 the Town will pay for the final year of the OpenGov, Inc. agreement, as well as the cost of the implementation of the MCCi Community Development Platform. This overlap is necessary to allow for the smoothest transition possible and to minimize impact to Town customers.
