RECOMMENDATION
Receive and discuss presentations from two firms regarding Town Manager recruitment services. Following deliberation, by Motion, approve and authorize the Interim Town Manager to sign an agreement with one of the firms for Town Manager recruitment services.

DISCUSSION/BACKGROUND
The Town Manager is appointed by and serves at the pleasure of the Town Council, with the powers and duties outlined in state law and the Yountville Municipal Code. (Yountville Mun. Code, § 2.08.010 et seq.) The Town operates under the Council-Manager form of government, in which the voters elect the Town Council, the Town Council appoints a Town Manager to carry out its policy directives, and the Town Manager is responsible for implementing policy and day-to-day administrative responsibilities of the Town. (Ibid.) The Town Manager position is currently filled on an interim basis and the Town Council will need to appoint a regular, full-time Town Manager. To assist in this process, towns, cities, and most other local governments often use recruitment firms. The process and timing is within the discretion of the Town Council.

At its meeting on May 19, the Town Council reviewed six proposals from recruitment firms and asked to interview two of the firms at this meeting. Attached are the proposals from the two firms selected for interviews.

After discussion and deliberation, the Town Council may, by motion, approve and authorize the Interim Town Manager to sign an agreement with one of the firms for recruitment services. Because these services are “professional or special services” as defined in the municipal code, selection of the recruitment firm follows the process in Yountville Municipal Code section 3.32.500 et seq.
