RECOMMENDATION
Adopt Resolution Number 26-4420 approving a Professional Services Agreement with BPR Consulting Group to provide contracted Building Department services including plan review/plan check, building inspection, permit tech, optional code enforcement and other services as required in an amount not to exceed $192,940 per fiscal year. The Professional Services Agreement is for two years, Fiscal Year 26/27 and 27/28 for a total amount of $385,880 for both fiscal years.
DISCUSSION/BACKGROUND
Since 2015, the Town of Yountville has contracted Building Department Services including plan check, building inspection, and building official services to support the work of the Planning and Building Department. These specialized services ensure the long-term health, safety, and sustainability of the Town’s built environment and provide enhanced customer service to residents and businesses. In 2021, the Town entered into a Professional Services Agreement (PSA) with BPR Consulting Group (BPR) to perform this work and has been satisfied with the professionalism and expertise of the firm.
In 2024, the Town Council approved the current PSA with BPR to allow for the continuation of these services through Fiscal Years 24/25 and FY25/26. When the Planning and Building Department was restructured in 2024, the Town began utilizing BPR for part-time permit technician services. The addition of the part-time permit technician has further streamlined building permit intake, review, and issuance processes over the last year plus. The agreement with BPR was amended in 2025 to account for utilization of a contracted permit tech. The current PSA with BPR expires at the end of June 2026 and needs to be renewed to allow for continuation of these services for the upcoming two fiscal years (FY 26/27 and 27/28).
Pursuant to Yountville Municipal Code, procurement of professional services greater than $45,000 requires Town Council approval. Adoption of the Resolution will approve a PSA with BPR and authorize the Town Manager to execute the Agreement.
