___________________________________________________________________________ Recitals
A. The Town of Yountville Wastewater Reclamation Facility uses several chemicals to treat wastewater generated by businesses and residents in order to meet the requirements of the National Pollutant Discharge Elimination System (NPDES) Permit.
B. The Town has relied on Jenfitch, Inc. as the exclusive supplier of JC 1679, a coagulant used in the treatment process, and staff has determined that no suitable alternative currently exists.
C. The procurement of coagulant from Jenfitch, Inc. qualifies as a sole source purchase pursuant to Town Municipal Code Section 3.32.190, which exempts such purchases from competitive bidding requirements.
D. The Wastewater Reclamation Facility requires sodium hypochlorite and sodium bisulfite for disinfection and dichlorination, and these chemicals shall be procured from Univar Solutions USA, Inc. through a cooperative purchasing program in accordance with Town Municipal Code Section 3.32.200.
E. Maintaining a reliable supply of treatment chemicals is essential to ensure continued operation of the facility and compliance with regulatory requirements.
Now, therefore, the Town Council of the Town of Yountville does resolve as follows:
1. Hereby approves a Maintenance Agreement with Jenfitch, Inc. in an amount not to exceed $160,000 for the purchase and delivery of coagulant, and a Maintenance Agreement with Univar Solutions USA, Inc. in an amount not to exceed $70,000 for the purchase and delivery of sodium hypochlorite and sodium bisulfite for the Wastewater Reclamation Facility.
