Use Permit Amendment
Pancha’s Bar / Patio / garden
6764 Washington Street
Yountville, California
Pancha’s Bar respectfully submits this narrative in support of a planning request for a use permit amendment to utilize an additional approximately 720 square feet of outdoor patio and garden area on a seasonal basis adjacent to the existing bar operation at 6764 Washington Street in Yountville.

The purpose of the outdoor space is to create a small, relaxed garden-style seating area where guests may enjoy beverages in a casual environment consistent with the character of Yountville’s walkable downtown hospitality district. The proposed area will function as an extension of the existing bar, offering additional seating and gathering space during favorable weather months while maintaining the establishment's intimate neighborhood character.

We will have corn hole / board games for people to use , also we would like to have a place for people to play music in the afternoons
Pancha’s respectfully submits this proposal to introduce a carefully curated outdoor music program designed to enhance the local Yountville community experience while maintaining the Town’s commitment to peaceful ambiance, safety, and neighborhood compatibility.

This program intends to create a welcoming, low-impact social environment for residents and visitors, emphasizing acoustic and lightly amplified performances during daytime and early evening hours.

Encourages local foot traffic to existing businesses

Use of the Outdoor Space
The additional outdoor area will consist primarily of garden-style seating, small cocktail tables, and standing social space arranged within approximately 720 square feet. The layout will allow for circulation and accessibility while maintaining a comfortable outdoor environment.

We anticipate a daily usage of up to 40 people outside on a normal day, expanding this number during events
The outdoor patio and garden area is intended to accommodate up to approximately 150 guests during special event occasions, although typical daily occupancy will be significantly lower and primarily consist of seated guests.

The space will include low amplified outdoor entertainment as a regular feature; however, the applicant proposes the ability to host up to four (4) small special events per month (up to 150 guests per event). These events would typically consist of community gatherings, wine or beverage tastings, or neighborhood celebrations consistent with the social character of Yountville’s hospitality community.

All outdoor operations will conclude by 9:00 PM daily, after which guests will transition to indoor spaces or depart the premises. Staff will actively monitor the patio area to ensure that noise levels remain moderate and appropriate for the surrounding neighborhood.

The outdoor patio will have low amplified music as part of regular operations. On special event days, any background music will remain at a low level suitable for conversation and will conclude prior to closing.

Pancha’s staff will also assist with guest management at the end of service to ensure patrons exit the area in a quiet and orderly manner. Ownership will remain available to communicate with neighboring businesses and Town staff should any concerns arise, aiming to maintain a positive relationship with the surrounding community.

Pancha’s Bar is committed to maintaining a respectful and community-friendly environment consistent with the quiet, residential character of Yountville. The outdoor patio and garden area will operate in a manner designed to minimize impacts on neighboring businesses and residents.

We would like the ability to have local musicians play at an acceptable decibel level on Saturday and Sunday afternoons.

Site Description – Patio Layout, Landscaping & Design
The proposed 720 square foot outdoor patio and garden area will be designed as a relaxed garden-style extension of Pancha’s existing bar.

The space will include a combination of small cocktail tables, café-style seating, and limited standing social space arranged to allow for comfortable circulation and accessibility. The layout is intended to maintain a casual and open outdoor atmosphere rather than a dense seating configuration.

The patio area will be defined through a combination of decorative planters, landscaping elements, and low-profile boundary features that help visually frame the garden space while maintaining an inviting streetscape presence consistent with the character of Yountville’s downtown corridor.

Landscaping will incorporate seasonal greenery and planter boxes to soften the environment and contribute to the garden aesthetic. Lighting will consist of low-level ambient string lighting and small exterior fixtures designed to create a warm and welcoming atmosphere while avoiding glare or light spillover.

All furnishings will remain movable, allowing the space to adapt for daily use as well as occasional small community events.

Staffing
We currently operate with 1 bartneder in the morning and evening during the week and 2 in the evening during the weekends friday- sunday
The proposed expansion will require one additional part-time employee primarily during weekends to provide table service within the patio and garden area. This staff member will assist with guest service, table clearing, and maintaining the overall cleanliness and organization of the outdoor space.

For special events we anticipate up to 4 people additionally working for us.

To support the proposed seasonal use, the applicant is proposing the addition of approximately (4) parking spaces associated with the outdoor patio area.

Pancha’s ownership is committed to working collaboratively with Town planning staff and nearby property stakeholders to ensure that parking demand associated with the seasonal patio remains well managed and consistent with the operational patterns of the downtown district.

With larger groups we will utilize private coaches for transport and drop off and coordinate with transport companies to park in designated areas for holding by the town.

A parking management plan will be developed in coordination with the Town, which may include:

Use of nearby available parking resources
Clear guest communication regarding parking locations
Encouraging walkability within the downtown area
Coordination with neighboring businesses where appropriate Temporary Event Facilities
During larger special events when occupancy may approach the upper capacity of the outdoor area, the applicant will provide temporary Tenting and rental restroom facilities to supplement the existing indoor facilities. These facilities will be professionally serviced and discreetly located so as not to impact the visual character of the property.

Compatibility with the Community
Pancha’s is intended to function as a small neighborhood gathering place that complements the walkable character of Yountville’s downtown district. The seasonal patio and garden concept is designed to provide an outdoor hospitality experience that is low-impact, community-oriented, and consistent with the scale of the surrounding environment.

The applicant is committed to maintaining respectful operating practices, including responsible service, orderly guest management, and coordination with the Town of Yountville to ensure the patio area remains a positive addition to the local hospitality landscape.
