A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF YOUNTVILLE ADOPTING THE
INJURY AND ILLNESS PREVENTION PROGRAM (IIPP), HEAT ILLNESS PREVENTION PLAN (HIPP), AND WORKPLACE VIOLENCE PREVENTION PLAN (WVPP).
Recitals
A. WHEREAS, the Town of Yountville is committed to providing a safe and healthy workplace for its employees and maintaining compliance with all applicable federal and state workplace safety laws and regulations; and
B. WHEREAS, California Code of Regulations, Title 8, Section 3203 requires employers to establish, implement, and maintain an effective Injury and Illness Prevention Program (IIPP); and C. WHEREAS, California Code of Regulations, Title 8, Sections 3395 and 3396 require employers to establish and maintain a Heat Illness Prevention Plan (HIPP) to protect employees from heat-related illness in both outdoor and applicable indoor work environments; and D. WHEREAS, California Labor Code Section 6401.9, enacted through Senate Bill 553, requires employers to establish, implement, and maintain a Workplace Violence Prevention Plan (WVPP); and E. WHEREAS, the Town's previous Injury and Illness Prevention Program and Heat Illness Prevention Plan had not been comprehensively updated since 2009; and F. WHEREAS, Town staff have conducted a comprehensive review and update of the Town's workplace safety programs to ensure compliance with current laws, regulations, operational practices, and industry best practices; and
G. WHEREAS, the updated Injury and Illness Prevention Program, Heat Illness Prevention Plan, and Workplace Violence Prevention Plan establish procedures for hazard identification, employee training, incident reporting, emergency response, corrective actions, and ongoing safety program administration; and
H. WHEREAS, adoption of these plans supports the Town's commitment to employee safety, risk reduction, regulatory compliance, and continuous improvement of workplace safety practices.
Now therefore, the Town Council of the Town of Yountville does resolve as follows:
1. The revised Injury and Illness Prevention Program (IIPP), Heat Illness Prevention Plan (HIPP), and Workplace Violence Prevention Plan (WVPP) attached herein as Exhibit “A,” “B”, and “C” are hereby adopted.
2. The Town Clerk shall attest and certify to the passage and adoption of this Resolution, and it shall become effective immediately upon its approval.
