RECOMMENDATION
Adopt Resolution Number 26-4430 authorizing the procurement of a replacement backhoe via the Town's Cooperative Purchasing Ordinance in an amount not to exceed $175,000 with Capital Fund 82 identified in the FY 2026/2027 Capital Improvement Plan and authorizing the Interim Town Manager to execute the contract up to the budgeted amount.

DISCUSSION/BACKGROUND
The Town of Yountville Public Works Department relies on a backhoe to perform essential maintenance, construction, art replacement and emergency response functions throughout the Town. The Town’s existing backhoe, a 2005 John Deere 310SG, has reached the end of its useful service life and is due for replacement.

The Town’s budget anticipates the need to replace vehicles and equipment over time and contains the Fleet, Tools and Equipment Repair & Replacement Fund 82. This fleet, tools & equipment replacement and repair plan ensures that the Town’s necessary vehicles and equipment are properly maintained and replaced in an appropriate timeframe. Adopted within the Capital Improvement Program, the Fund 82 matrix identifies cost estimates and replacement schedules for the Town’s Fleet as part of the annual budgeting process.

The current Capital Improvement Program (CIP) identifies the Town’s backhoe replacement for fiscal year 2026/2027. Staff has identified a replacement unit, the John Deere 320P Backhoe, which represents the current model equivalent and meets operational needs.

The proposed backhoe purchase is via the Town’s Municipal Code, Title 3 Revenue and Finance, Chapter

3.32.200 Cooperative Purchasing with other agencies which allows procurement through a cooperative competitive bidding procedure prepared by and processed through another public, local, State or Federal governmental agency. For the Town’s purposes for this procurement, the Town is purchasing the equipment through Sourcewell. Sourcewell is authorized to provide competitively awarded cooperative purchasing contracts on behalf of itself and its participating agencies.

The proposed backhoe will be purchased through the Soucewell cooperative purchasing program (Contract #011723-JDC) from Pape Machinery for an amount not to exceed $175,000. The current quoted cost is $169,647; however, staff are requesting authorization for an amount not to exceed $175,000 to provide a contingency for potential fluctuations in sales tax, freight, or other final costs. The purchase is within the currently budgeted amount in the Fleet, Tools and Equipment Repair & Replacement Fund 82.
