RECOMMENDATION
Adopt Resolution Number 26-4432 approving a budget adjustment of $12,000 in Fiscal Year 2025-26 using the existing fund balance of Fund 23 – Public Art Program Fee Fund.

DISCUSSION/BACKGROUND
Fund 23 – Public Art Program Fee Fund was established in 2016 to assist in enhancing outdoor public art in the commercial district of Town. This is a restricted fund that ensures the ongoing development and maintenance of the outdoor public art assets. This fund can only be used for the acquisition, installation, improvement, and maintenance of the physical artwork. The funding comes from a 1% valuation on all commercial building projects and has annual support from the Napa Valley Tourism Improvement District (NVTID) - Yountville. Staff conducts quarterly analysis of the valuation deposits and transfers the month to be used for funding public art projects.

Budgeting for the revenue in this fund is challenging because of timing and the ability to anticipate what commercial building projects will occur from year to year.

In Fiscal Year 2025-26, the original budget for expenses for Fund 23 was estimated at $29,885. The estimated revenues were budgeted at $19,700. With increased revenue from both the 1% valuation as well as $10,000 per year support from the NVTID - Yountville, the fund had revenue of over $26,000 in Fiscal Year 2025-26.

Expenses also increased, and we are estimating the year-end to be $40,000.

This increase in expenses is due to $7,000 in unplanned but necessary maintenance to the Chaos Pamplona and Sidewalk Judge sculptures that are owned by the Town, as well as rotating 9 sculptures during the fiscal year instead of the budgeted 7.

Town staff are requesting that the Town Council approve a budget adjustment of $12,000 for fiscal year 2025- 26 from the fund balance of Fund 23. After transfer, the available fund balance will be approximately $17,565.
