DISCUSSION/BACKGROUND
At the June 2, 2026, Town Council meeting, Council adopted Resolution Number 26-4416 approving the plans and specifications for the Recycled Water Transmission Main Repair project number WW-0042 authorizing staff to solicit bids for the project.

The formal bid package was advertised in the construction trade journals and the Town’s virtual plan room beginning June 3, 2026, with a 14-day solicitation period. The Town received _6_ bids that were publicly opened and read aloud on June 18, 2026, at 3:00 pm. The lowest bid received was under the engineer’s estimate of $2,500,000. The results in order from lowest to highest are as follows:

The apparent low bidder, Precision Directional Boring out of Martinez, CA is the lowest responsive and responsible bidder at the base bid price of $1,329,244.00.
