RECOMMENDATION
Adopt Resolution Number 26-4431 approving the updated Injury and Illness Prevention Program (IIPP), Heat Illness Prevention Plan (HIPP), and Workplace Violence Prevention Plan (WVPP).
DISCUSSION/BACKGROUND
Over the past several months, Human Resources conducted a comprehensive review and update of the Town's safety programs. The Injury and Illness Prevention Program (IIPP) and Heat Illness Prevention Plan (HIPP) had not been comprehensively updated since 2009. In addition, California Senate Bill 553 established new workplace violence prevention requirements that became effective July 1, 2024, requiring public agencies to adopt and maintain a Workplace Violence Prevention Plan (WVPP).
To address these requirements, staff worked collaboratively across departments to review existing practices, evaluate current regulatory requirements, and develop updated safety programs that reflect current operations, industry best practices, and state mandates.
Staff presented these items to all Town bargaining units. No bargaining unit presented questions, concerns, or requests to meet and confer over these updated policies.
Injury and Illness Prevention Program (IIPP)
The IIPP serves as the Town's foundational workplace safety program and establishes procedures for identifying workplace hazards, conducting safety inspections, investigating accidents and near misses, correcting unsafe conditions, providing employee training, and maintaining safety records. The updated program aligns with current Cal/OSHA requirements and clearly defines responsibilities for management, supervisors, employees, and the Risk Manager.
Key updates include:
• Complete modernization of the program structure and content. • Updated roles and responsibilities for safety management. • Enhanced hazard assessment and corrective action procedures. • Improved accident and near-miss reporting and investigation processes. • Updated employee communication and training requirements. • Consolidated inspection checklists and corrective action tracking tools.
Heat Illness Prevention Plan (HIPP)
The HIPP was updated to comply with current Cal/OSHA heat illness prevention regulations, including recent indoor heat illness prevention requirements adopted by the state. The plan establishes procedures for providing drinking water, shade and cool-down areas, temperature monitoring, employee training, emergency response, acclimatization, and high-heat operations.
Key updates include:
• Incorporation of both outdoor and indoor heat illness prevention requirements. • Procedures for monitoring indoor temperatures and heat index levels. • Enhanced high-heat procedures for outdoor work operations. • Expanded emergency response and employee monitoring requirements. • Updated acclimatization procedures for new and returning employees. • Clarified supervisor responsibilities and employee training requirements.
These updates are particularly important for employees performing outdoor work and those working in facilities where elevated temperatures may occur.
Workplace Violence Prevention Plan (WVPP)
Senate Bill 553 created new requirements for employers to establish and maintain a Workplace Violence Prevention Plan. The proposed WVPP fulfills these statutory requirements and provides a comprehensive framework for preventing, identifying, reporting, and responding to workplace violence incidents.
The plan includes:
• Procedures for employee involvement and participation. • Workplace violence hazard identification and evaluation processes. • Incident reporting and investigation procedures.
• Emergency response protocols.
• Employee training requirements.
• Workplace violence incident logging and recordkeeping. • Periodic inspections and corrective action processes.
The WVPP applies to all Town facilities and operations and establishes a proactive approach to identifying and mitigating workplace violence risks before incidents occur.
