Yountville Town Council Staff Report
DATE: July 7, 2026
TO: Mayor and Town Council
FROM: John Ferons, Public Works Director
PREPARED BY: Erica Rodgers, Management Analyst

RECOMMENDATION
Adopt Resolution Number 26-4429 awarding the public bid for street sweeping services to Commercial Power Sweep, Inc., for a three-year agreement in the amount of $252,384, and authorizing the Interim Town Manager to execute the agreement and approve amendments up to the budgeted amounts.

DISCUSSION/BACKGROUND
The Town of Yountville is required to maintain clean streets to comply with the National Pollutant Discharge Elimination System (NPDES) permit and the Bay Area Stormwater Management Agencies Association (BASMAA) Phase II Municipal Regional Permit. Street sweeping removes debris and pollutants from roadways, helping protect water quality and maintain the cleanliness and appearance of the Town.

The Town’s previous contract for street sweeping services is expiring, and staff conducted a public bid process to solicit proposals for a new contract term. The Town received three (3) bid proposals in response to the solicitation. After review, Commercial Power Sweep, Inc. was determined to be the lowest responsive and responsible bidder. Commercial Power Sweep, Inc. has historically provided these services to the Town and meets all contract requirements.

Commercial Power Sweep, Inc. submitted a proposal to provide street sweeping services for a three-year term (Fiscal Years 2026/2027 through 2028/2029), including routine sweeping, increased seasonal service, along with special event and emergency response services.

The proposed contract amount is $252,384 for the three-year term, which includes routine sweeping services as well as additional seasonal and special event services identified in the bid. Annual funding for street sweeping services is included in the operating budget, with $85,000 allocated for Fiscal Year 2026/2027 and $90,000 annually for Fiscal Years 2027/2028 and 2028/2029. Authorizing the interim Town Manager to approve contract amendments within these approved budgeted amounts provides flexibility to address variable service needs, such as additional emergency callouts or unanticipated service demands in a timely manner.
