RECOMMENDATION
Receive a presentation from staff regarding the state of housing in Yountville.

DISCUSSION/BACKGROUND
This is the second in a series of presentations responding to questions raised about the Yountville Commons project. The purpose of these presentations is to present factual information for the public’s understanding and to provide an opportunity for the community to ask questions and engage in a dialogue about the Town’s housing needs. Staff will deliver a presentation focusing on existing housing conditions in Yountville and the requirements of State housing laws. The presentation will cover the following topics:

Existing Housing Stock and Affordability
• Housing Unit Composition
• Housing Costs
• Affordability of Existing Housing
• Affordable Housing Units at Risk of Conversion to Market Rate State Planning Requirements for Housing Affordability
• State Housing Crisis
• State Legislative Actions to Stimulate Housing Production • Local Housing Elements
• Regional Housing Needs Allocation (RHNA)
• Napa County Annual Household Income Limits
• Estimated Income Levels of Local Workforce
Housing Sites and Housing Production
• Housing Sites Analysis
• Current Housing Element Opportunity Sites
• Housing Production and RHNA Progress
• Actual and Projected Residential Growth
Options for Meeting Housing Needs and Consequences for Non-Compliance • Options for Accommodating RHNA Obligation
• Potential Sites for Meeting Future Housing Needs
• Consequences for Not Meeting State Requirements
Key takeaways from staff’s analysis and the information contained the presentation are as follows:
• Less than 10% of the Town’s existing housing is affordable to moderate- and lower-income households.
• The Town is at risk of losing 20% of its existing affordable housing stock in the next 10 years. • The majority of our local workforce needs housing that is affordable to moderate and lower incomes.
• The Town is not currently on pace to meet its very low-income RHNA housing obligation. • If approved and anticipated projects come to fruition, the Town will likely need to identify new housing sites for meeting future RHNA needs.
• There are limited housing sites available for meeting current and future housing needs.
