Yountville Town Council Staff Report
DATE: July 21, 2026
TO: Mayor and Town Council

PREPARED BY: Celia King, Administrative Service Director

RECOMMENDATION
Adopt Resolution Number 26-4435 authorizing the submittal of application(s) for all U.S. Department of Housing and Urban Development (HUD) grant programs for which the Town is eligible and authorizing the Public Works Director to sign the necessary Master Agreements, Program Supplemental Arrangements, Fund Exchange Agreements, and/or Fund Transfer Agreements, and any subsequent documents and/or amendments for the allocation and reimbursement of grant funds on behalf of the Town.

DISCUSSION/BACKGROUND
In 2025, the Town of Yountville submitted a request for funding to the Office of Congressman Mike Thompson.

Each year, the Consolidated Appropriations Act provides Economic Development Initiative (EDI) - Community Project Funding (CPF) supporting thousands of projects across the country.

The request submitted was specific to Yountville’s microgrid project, which seeks to significantly enhance grid resiliency and reliability in a region which is frequently impacted by wildfires. The integration of renewable energy sources and increase in battery storage would create a standalone power solution that can operate independently from the traditional power grid. This project, currently titled Virtual Power Nodes (CP-0033), is included in the Town’s Capital Projects Fund 50 budget for Fiscal Year 2026/2027.

In April 2026, the Town received a letter from the U.S. Department of Housing and Urban Development (HUD) providing notice that an EDI-CPF grant the amount of $250,000 has been awarded to the Town. The letter is included as an attachment to this staff report for reference.

The adoption of this Resolution will allow the Public Works Director to submit an application for all HUD grant programs for which the Town is eligible and sign agreements and related funding documents for all grants awarded on behalf of the Town. It will also permit the Mayor to execute an official letter notifying HUD that the Public Works Director is the Town’s authorized representative.
