1. CALL TO ORDER; CONVENE REGULAR MEETING - 3:00 P.M.
Communications Director/Town Clerk Gaede announced that Council Member McKee would participate in the meeting remotely under just cause (Government Code section 54953.8.3(c)(3)). Council Member McKee verified that no individuals under the age of 18 were present in the room with her.

Present: 5; Mayor Margie Mohler, Vice Mayor Pam Reeves, Council Member Eric Knight, Council Member Hillery Trippe, Council Member Robin McKee
Absent: None
3. PLEDGE OF ALLEGIANCE
The pledge of allegiance was held.
4. ADOPTION OF AGENDA
A motion was made by Vice Mayor Reeves, seconded by Council Member Trippe to adopt the agenda.
The motion carried by the following vote:
AYES: 5; Mayor Mohler, Vice Mayor Reeves, Council Member Knight, Council Member Trippe, Council Member McKee
NOES: 0
ABSTAIN: 0
5. COUNCIL MEMBER ANNOUNCEMENTS
Council Member Knight acknowledged his absence at the last regular Town Council meeting, then recognized the Parks and Recreation staff for their service.
Vice Mayor Reeves invited people to attend Picnic with a Vet on August 5, 2026, at 11:00 A.M., summarized recent accomplishments of the Town Council and made a statement expressing concerns about the conduct of a fellow Council Member.
Council Member Trippe responded to the statement made by Vice Mayor Reeves.
Council Member McKee commented on the Yountville Commons.
Town Attorney Bell noted no reportable action from closed session.

Council Member McKee requested clarification from Interim Town Manager MacNab regarding the number of times he has witnessed a transition in Town Managers.
Interim Town Manager MacNab noted witnessing transition was not uncommon.
8. CONSENT CALENDAR
A. Approve minutes of the regular meeting held July 7, 2026, and the revised minutes of the special closed session meetings held April 21, 2026, and April 29, 2026.
B. Adopt Resolution Number 26-4435 authorizing the submittal of application(s) for all U.S.
Department of Housing and Urban Development (HUD) grant programs for which the Town is eligible and authorizing the Public Works Director to sign the necessary Master Agreements, Program Supplemental Arrangements, Fund Exchange Agreements, and/or Fund Transfer Agreements, and any subsequent documents and/or amendments for the allocation and reimbursement of grant funds on behalf of the Town.

A motion was made by Council Member Knight, seconded by Vice Mayor Reeves to approve the Consent Calendar items. The motion carried by the following vote:

A. Receive online budget demonstration.
Financial Analyst Batista presented the budget demonstration.
Mayor Mohler opened public comment, receiving none, Mayor Mohler closed public comment.
B. Receive a presentation from staff regarding the state of housing in Yountville.
Interim Town Manager MacNab noted that this is the second in a series of discussions requested by Council on this topic.

Council Member Trippe reported on the Upper Valley Waste Management Disposal.
Council Member McKee reported on the Council on Aging and the Napa Valley Transportation Authority (NVTA).

A motion was made by Vice Mayor Reeves, seconded by Council Member Trippe to adjourn the meeting. The motion carried by the following roll call vote:
