TITLE/RECOMMENDATION
Adopt Resolution Number 26-4442 appointing Public Works Director John Ferons as the Interim Town Manager.
DISCUSSION/BACKGROUND
The Town of Yountville adopted Resolution Number 26-4441, appointing Heather Abrams as the Town’s new regular, full-time Town Manager. Ms. Abrams’ first day of employment will be on October 19, 2026.
On May 5, 2026, the Town Council adopted Resolution Number 26-4411, appointing Ken MacNab to serve as the Interim Town Manager “for a period commencing on May 5, 2026, until the hiring of a Town Manager or through September 30, 2026, whichever occurs first.” With the appointment of Ms. Abrams, Mr. MacNab’s tenure as Interim Town Manager has concluded and it is now necessary to appoint an Interim Town Manager to serve from September 16, 2026, until October 19, 2026.
As authorized by state law, the Town Council may appoint a person with specialized skills qualified to fill the position on an interim basis in order to prevent stoppage of public business and continue Municipal operations until Ms. Abrams employment with the Town begins.
Mr. Ferons, who is the current Public Works Director and has been employed by the Town since December 2019, is an experienced public administrator with over 30 years of experience in both the public and private sectors. Mr. Ferons previously served as Interim Town Manager, following the resignation of former Town Manager Steve Rogers, and served with distinction.
If appointed by the Town Council to be Interim Town Manager, Mr. Ferons would continue to serve as the Public Works Director for the duration of his appointment through no later than October 19, 2026. Aside from a 20% increase in salary for the duration of his appointment as Interim Town Manager, Mr. Ferons will not be eligible for any additional salary adjustments or performance bonuses during his appointment as Interim Town Manager.
Upon the conclusion of his appointment as Interim Town Manager, Mr. Ferons will return to his role as the Public Works Director subject to the terms and conditions of his employment agreement.
The attached Resolution Number 26-4442 would appoint John Ferons as the Interim Town Manager until the Town’s new, regular, full-time Town Manager starts on October 19, 2026.
