RECOMMENDATION
Adopt Resolution Number 26-4439 approving the plans and specifications for the Measure-U fiscal year 2026 project titled Roadway Rehabilitation Vista Neighborhood, CIP Project No. MU-3027, and authorizing staff to solicit bids for the project.
DISCUSSION/BACKGROUND
At the May 6, 2025, Town Council meeting, the Town Council adopted Yountville’s Measure-U 5-year Plan.
Measure-U is the half cent transaction and use (sales) tax to provide supplemental funding for road maintenance previously known as Measure-T. Measure-U sales tax began July 1, 2025, implemented by the Napa Valley Transportation Authority - Taxing Authority (“NVTA-TA”), with the proceeds to be allocated among all local agencies within the County.
The first five-year plan begins in fiscal year 2025-2026 and extends to 2029-2030 with an update to the plan required in fiscal year 2027-2028. The Vista Neighborhood is comprised of Vista Court, Vineyard Circle and Vista Drive and each street is listed in the 5-year plan. The project includes roadway rehabilitation consisting of grind and overlay, as well as edge grinding with overlay, on Vista Court, Vineyard Circle, and Vista Drive from Forrester to Finnell. Town staff anticipate construction will begin in early October and be completed within a maximum 30-day work schedule, weather permitting.
The Town contracted with Pavement Engineering Inc. (PEI) to provide design review services for the MeasureU 3027 Roadway Rehabilitation Vista Neighborhood Project, which was approved by the Town Council at its May 19, 2026 meeting. Construction plans and specifications were completed in August.
The Measure-U 3027 Roadway Rehabilitation Vista Neighborhood Project is included in the upcoming Capital Improvement Plan as Project No. MU-3027 and is part of the Annual Street Maintenance and Paving Program.
The current Measure-U Fund budget for the project is $750,000. The project limits were identified through the Town’s annual pavement condition inspections.
Staff requests the Town Council approve and adopt the plans and working details and authorize staff to publicly bid the Measure-U 3027 Roadway Rehabilitation Vista Neighborhood Project.
