RECOMMENDATION
Receive demonstration of Xpress Bill Pay, the Town of Yountville’s new water and wastewater utility bill payment platform.

DISCUSSION/BACKGROUND
The Town has transitioned to a new water and wastewater utility billing platform. Xpress Bill Pay offers customers a convenient and secure way to pay water and wastewater utility bills and includes enhanced features.

To continue providing a high level of service to customers, the Town routinely evaluates increasing its usage of modern technology. The Town also looks for opportunities to streamline daily operations. Xpress Bill Pay will help the Town achieve these two goals.

Features
With Xpress Bill Pay, customers can make payment online through the Town website, via the mobile app on their devices, or by calling the 24-hour automated phone line. Payment can be made using a credit card, debit card, or bank account. Town staff will also have the ability to send customers a one-time secure payment link to their cell phone via text message.

Customers can also enroll in AutoPay, receive bill notifications by text or email, and choose paperless billing.

This new platform assists customers in easily accessing payment history, electronic receipts, and account management tools designed to improve the overall customer experience.

Action
The Town has been proactively messaging this change since July 2026. Included as an attachment to this staff report is a First Time User Manual to help users learn about and navigate the Xpress Bill Pay system.

To use the new system, water and wastewater utility customers need to:

• Create a New Account and set a password
• Update their account information and save a payment method • Re-enroll in AutoPay
