A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF YOUNTVILLE AWARDING THE BID FOR THE MEASURE U FISCAL YEAR 26/27 PROJECT TITLED VISTA NEIGHBORHOOD REHABILITATION TO CONSOLIDATED ENGINEERING INC., VALLEY SPRINGS CA FOR $528,306 AND AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONSTRUCTION CONTRACT, CHANGE ORDERS AND AMENDMENTS UP TO THE MT3027 BUDGET AMOUNT. ___________________________________________________________________________ Recitals
A. At the September 15, 2026, Town Council meeting, Council approved the design plans for the MU-3027 annual street maintenance and paving project for the rehabilitation of Vista Court, Vineyard Circle and Vista Drive. This project site was determined through annual pavement condition inspections and the current pavement condition rating of streets.
B. Project MU-3027 consists of the rehabilitation of the Vista Neighborhood and is comprised of Vista Court, Vineyard Circle and Vista Drive. The scope of work for this project will consist of lowering the existing utility covers, full depth asphalt repair in failing sections, grinding the existing asphalt, overlaying the street surface with new hot-mix asphalt, and all new traffic markings.
C. The Town received 9 bids that were publicly opened and read aloud on October 7, 2026, at 2:00 pm. The apparent low bidder is Consolidated Engineering Inc. out of Valley Springs, CA and is the lowest responsive and responsible bidder at the base bid price of $528,306.
D. Staff requests the Town Council award the bid for the Vista Neighborhood Roadway Rehabilitation Project Number MU-3027, to Consolidated Engineering Inc. out of Valley Springs, CA for $528,306, and authorize the Town Manager to execute a construction contract, change orders and amendments up to the MT-3027 budget amount.
E. This project is categorically exempt under Section 15302(c) Categorically Exempt per California Environmental Quality Act (CEQA) Guideline; Class 2, Replacement or Reconstruction.
Now, therefore, the Town Council of the Town of Yountville does resolve as follows:
1. Award the bid for the Measure U-3027 Roadway Rehabilitation Vista Neighborhood Project to Consolidated Engineering Inc. out of Valley Springs, CA for $528,306.
2. Authorize the Town Manager to execute a construction contract, change orders and amendments up to Measure U-3027 budget amount.
3. The Resolution is hereby adopted and becomes effective and in full force immediately upon adoption.
