RECOMMENDATION
Adopt Resolution Number 26-4447 authorizing the filing of a Notice of Completion and accepting the work for the WW-0042 Recycled Water Transmission Main Repair Project performed by Precision Directional Boring for the final contract amount of $1,336,595.47.

DISCUSSION/BACKGROUND
At the July 7, 2026 Town Council meeting, Council awarded the WW-0042 Recycled Water Transmission Main Repair Project to Precision Directional Boring at the bid price of $1,329,244.00. This project consisted of the direct boring method installation of a 6” inch recycled water transmission line to replace a section of existing damaged pipe.

In early 2023, the transmission line was damaged during a winter storm event. The affected segment is located where the pipeline crosses beneath the Napa River in a direct-bury installation, without a casing pipe or protective concrete encasement. Following a series of significant atmospheric river storms, a leak was discovered in this portion of the line. Because of the line’s location beneath the river, a direct repair was not feasible. As a result, the Town initiated design of a repair and replacement project for the section crossing beneath the Napa River. Through the design process, it was determined that the preferred repair method would be to bore beneath the river and reconnect to the existing pipeline on either side.

The Town issued the notice to proceed on July 28, 2026, with a contract completion date of October 5, 2026.

The California Department of Fish and Wildlife permit required all work subject to environmental clearance to be completed by October 15, 2026. Construction was completed on October 2, 2026, ahead of both deadlines.

Coordination with the vineyard and surrounding property owners was also successful, and the work was completed with minimal disruption to harvest activities.

The scope of work underwent modifications resulting in one change order to the original project base bid. The change order was the result of a credit for the deletion of one redundant inspection task and the addition of brass monuments to mark the pipe location on either riverbank. The change order adjustment is as follows:

Awarded Bid Price $1,329,244.00
Change Order No.1 $ 7,351.47
Total Project Cost $1,336,595.47
The damaged recycled water line is a covered asset under the Town’s insurance policy. Eligible project costs include design, construction, installation of the temporary line used to maintain recycled water service, environmental engineering and permitting, and construction management. To date, the Town has received $1,263,857.08 in insurance proceeds. Final project costs are still being compiled. Although construction costs have been finalized, construction management costs and environmental permit closeout fees remain pending.

Based on the finalized construction costs and additional engineering fees, staff estimates that approximately $1.1 million will be requested from the insurer to cover final project costs.

All of the work has been completed to the satisfaction of the Engineer of Record and the Public Works Department. By this Resolution, the Town Council authorizes the Director of Public Works to execute the Notice of Completion and directs the Town Clerk to file said Notice of Completion with the Napa County Clerk Recorder.
