RECOMMENDATION
Adopt Resolution Number 26-4448 awarding the bid for the Measure U Fiscal Year 26/27 project titled Vista Neighborhood Roadway Rehabilitation, to Consolidated Engineering Inc., Valley Springs CA for $528,306 and authorizing the Town Manager to execute a construction contract, change orders and amendments up to the MT-3027 budget amount.
DISCUSSION/BACKGROUND
At the September 15, 2026, Town Council meeting, Council approved the design plans for the MU- 3027 annual street maintenance and paving project for the rehabilitation of Vista Court, Vineyard Circle and Vista Drive. This project site was determined through annual pavement condition inspections and the current pavement condition rating of streets.
The scope of work for this project will consist of lowering the existing utility covers, full depth asphalt repair in failing sections, grinding the existing asphalt, overlaying the street surface with new hot-mix asphalt, and all new traffic markings. The work will occur on the street surface from the lip of gutter to lip of gutter, with no work occurring on the concrete curbs.
The formal bid package was advertised in the construction trade journals and the Town’s virtual plan room beginning September 22, 2026, with a 15-day solicitation period. The Town received 9 bids that were publicly opened and read aloud on October 7, 2026, at 2:00 pm. The bids received all came under the engineer’s estimate of $700,000. The results in order from lowest to highest are as follows:
