The City has since 2021 realized one time money, gains recognized on the sale (and potential sale) of City owned properties. The City Manager and Public Works Director are requesting the designation of those reserves realized from sale of real property to be dedicated to the Ringe Park and Pool Complex to obtain engineering and architectural plans, that are "shovel ready" for construction bid and available grant opportunities where the City and project may be eligible applicant. Additionally, the resolution authorizes the City Manager or his designee to issue a request for proposal or qualifications for engineering and architectural services. The budget for these services is estimated to be somewhere between the range of $500,000 and $750,000 for a 95% completion study.

c. Agenda Title: Restructuring the Response to Animal Control Calls for Services to ensure 24/7 coverage, expand training and provide more versatile resources at Yreka Police Department - by hiring a sworn Patrol Officer in lieu of an Animal Control Officer (currently a vacant position).
Police Chief Gilman is requesting to transition the vacant Animal Control Officer position into a sworn Police Officer position. The reason for this is call volume statistics. In evaluating options to perform effective patrol, including ACO functions, I feel can more effectively utilize a more versatile sworn Police Officer (through all shifts), instead of dedicating a M-F 8AM-5PM full-time position for an Animal Control Officer.
Recommended City Council Action: Motion to Approve Restructuring the Response to Animal Control Calls for Services to ensure 24/7 coverage, expand training and provide more versatile resources at Yreka Police Department - by hiring a sworn Patrol Officer in lieu of an Animal Control Officer (currently a vacant position).
