CITY OF YREKA

CITY COUNCIL AGENDA MEMORANDUM
To: Yreka City Council
From: Jason Ledbetter, City Manager
Prepared by: Rhetta Hogan
Agenda title: Conduct a Public Meeting for the Purpose of Hearing Community Comments Regarding Possible Community Development Block Grant (CDBG) Program Funding Applications under the 2023 Notice of Funding Availability (NOFA)
Meeting date: June 20, 2023
Discussion:

The Community Development and Economic Development allocations of the State CDBG program are published in a combined “Notice of Funding Availability” (NOFA) each program year. Eligible cities and counties may submit applications for CDBG funds under the 2023 NOFA for a maximum of $1,500,000 per jurisdiction. The City of Yreka wishes to hold a public meeting to discuss potential applications for the 2023 CDBG NOFA and to solicit citizen input regarding community needs and project ideas.

It is estimated that the funding of the State 2023 CDBG program allocation is approximately $32,000,000.

Eligible activities paid for with State CDBG funds must meet one of the three National Objectives listed in CDBG federal statutes as follows: benefit to low-moderate income households or persons; elimination of slums and blight; or meeting urgent community development need (with prior department approval).

Eligible activities under the above allocations in the 2023 NOFA consist of homeownership assistance and housing rehabilitation programs; public service programs; planning studies; economic development business assistance and microenterprise activities.

All comments made at this public meeting will be noted. The necessary resolution to apply for funding for the selected project(s) will be presented at a future Council meeting. 44 of 65

CITY OF YREKA

AGENDA MEMORANDUM
Prepared by: Juliana Lucchesi, AICP, Community Development Director Agenda Title: 8b. California Department of Housing and Community Development Homekey Grant Application
Meeting date: June 20, 2023
Recommended Action:

Motion to approve Resolution 2023-28 authorizing Rural Community Housing Development Corporation to apply to the Homekey Cycle 3 Grant program on behalf of the City of Yreka
Summary:

In October of 2022, the City Council gave direction to the City Manager to solicit housing developers interested in applying with the City Yreka to the Homekey Cycle 3 to convert a motel within the city into long-term residences for residents experiencing homeless or at risk of homelessness. Rural Community Housing Development Corporation (RCHDC) was selected through an opening solicitation of housing development to co-apply to the grant with the City. The City and RCHDC have selected Jefferson Inn, 1235 S Main St, Yreka, CA 96097, as the preferred site for conversion for the grant. The City and RCHDC are preparing the grant application and require the City Council to authorize RCHDC to apply to the grant as the co-applicant through resolution.

Background:

Building on the success of both Project Roomkey and the first two rounds of Homekey, this significant investment continues a statewide effort to sustain and rapidly expand housing for persons experiencing homelessness or at risk of homelessness, and who are, thereby, disproportionately impacted by and at increased risk for medical diseases or conditions due to the COVID-19 pandemic or other communicable diseases.

Administered by the California Department of Housing and Community Development (HCD), approximately $736 million (FY 2022-23) in grant funding will be made available to local public entities, including cities, counties, or other local public entities, such as housing authorities within California. 49 of 65
Homekey is an opportunity for state, regional, and local public entities to develop a broad range of housing types, including but not limited to hotels, motels, hostels, single-family homes and multifamily apartments, adult residential facilities, manufactured housing, and to convert commercial properties and other existing buildings to permanent or interim housing for the target population. (California Department of Housing and Community Development, 2023)
Projects are awarded funds based on how many units are converted and the number of special populations served through the project. Homekey Cycle 3 has assigned special consideration to youth and tribal populations served by communities. If a project is associated with both or either population the project is automatically awarded base funds. The Homekey Cycle 3 includes funds for construction and programming of the project.

Project Description:

The Jefferson Inn is a single-story motel with office, manager’s unit, laundry/maintenance room, guest laundry room, restaurant (2,480 sf). 44 rooms (100 Building- 17 smaller rooms with showers, including 2 ADA rooms; 200 Building27 larger rooms with 2-3 beds and tub/showers, car ports in front of rooms). The Inn sits on 2.0 acres.

The Homekey Project, named Yreka Ascent Apartments, will convert the 44 rooms into long-term housing units that range from studio to two-bedroom apartments.

RCHDC would own and manage the property while Siskiyou County Health and Human Services will manage resident services that include job support and counseling, substance abuse counseling, family support services, health services, and other services as they are needed. The project has a 35-year commitment for services. Siskiyou County Health and Human Services has committed to providing the services with a contract service provider.

Jefferson Inn currently serves as a housing voucher site for the County, Karuk Tribe, Youth Empowerment Siskiyou (YES), and others at risk of homelessness. A portion of the project will include temporary relocation of these occupants during the construction phase of the project. Some of the current occupants may return to the final units if eligible for the program. If occupants are not able to return to this site other accommodations will be made to ensure no displacement of current occupants.

AGENDA TITLE: Discussion/Possible Action: City Council Interviews of Applicants to the Planning Commission Seats for Future
Mayoral Appointment at a City Council meeting
MEETING DATE: June 20, 2023
Discussion:

Currently there is one expired seat on the Yreka Planning Commission. The incumbent Mr.

Peter O’Brien has continued to serve since the expiration on March 31, 2023. The expiring term normally would have been modified to coincide with the regular terms as called on in the YMC, however as that not the case, the term for this appointment will be a modified three-year term expiring on March 31, 2026.

The two applications have been received for Council consideration and future Mayoral appointment at a Council meeting. The two appointees will serve until 3/31/2026.

The applicants to be interviewed are:
• Dawnmarie Autry
• Peter O’Brien
Both applicants reside within City limits, a requirement pursuant to YMC Section 2.20.020.

The Planning Commission is an essential legislative committee of the City of Yreka. The purpose of the Commission is to recommend planning and zoning changes to the City Council and grant permits for various planning actions like Conditional Use Permits, Variances, and Specific Plans. The Commission also reviews projects for compliance with the California Environmental Quality Act (CEQA) with the help of City Staff. The Planning Commission is currently leading the General Plan 2044 update.

Fiscal Impact:

No fiscal impact as currently Planning Commissioners serve without any compensation.

Recommendation andRequested Action:

That the City Council interview applicants to the City’s Planning Commission, and Mayoral appointments be made at a future City Council meeting.

CITY OF YREKA

CITY COUNCIL AGENDA MEMORANDUM
To: Yreka City Council
From: Matthew K. Bray, Director of Public Works
Prepared by: Cynthia Lynch, Municipal Projects Manager
Agenda title: Discussion/Possible Action: Adopt a Resolution Authorizing the City to Apply for Grant Funds from the State of California, to Enter into a Funding Agreement, and to Designate Representatives to Sign Agreements and any Amendments Thereto for the South Yreka Water Supply and Distribution Improvements Project
Meeting date: June 20, 2023
Recommendation and Requested Action: That Council adopt Resolution 2023-29 authorizing the City to apply for grant funds from the State of California, to enter into a funding agreement, and to designate representatives to sign agreements and any amendments thereto for the South Yreka Water Supply and Distribution Improvements Project.

Discussion:

The City has authorized the City Engineer (PACE Engineering) to assist the City in preparing funding applications for several water and sewer projects. These grant applications require authorizing resolutions from Council.

In November 2022, Council adopted a resolution authorizing an application for Department of Water Resources (DWR) funding for the South Yreka Water Supply and Distribution Improvements Project. The City recently learned that this application has not been approved, though approval for a later round of funding might still be possible. In the meantime, PACE has advised City staff to apply for funding from the Drinking Water State Revolving Fund (DWSRF).

This project would include improvements such as the Greenhorn Reservoir Intake and Treatment improvements. The approximate budget for preparing and submitting the grant application is $30,000.

Fiscal Impact: The immediate fiscal impact on the City lies in the costs of preparing the grant application. The funding is paid by water and sewer reserves and would be reimbursed to the City upon receiving grant funding. Council action to accept the grant funding for the project into the City budget will also be necessary when a funding agreement is received. 63 of 65

The requested action is to adopt a Resolution authorizing submittal of applications and is exempt from CEQA pursuant to Section l 5378(b), in that a "Project" does not include: Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
