Prepared by: Emily Aldrich, Finance Director
Agenda title: Adopt a Resolution of the City Council of the City of Yreka Approving the Destruction of Certain City Records Identified by the Finance Director
Meeting date: August 1, 2023
Discussion:
Itemized below are records that the Finance Director has identified for destruction.
Records containing confidential data, such as payroll information, will be shredded by an appropriate vendor or organization. The California Secretary of State has issued guidelines for records destruction, and the City is generally more conservative in its records retention destruction. Those guidelines can be found online, http://archives.cdn.sos.ca.gov/local-gov-program/pdf/records-management-8.pdf .
And though, the City could adopt a blanket policy of following the Secretary of State guidelines, it is the Finance Director’s preference to annually request the City Council’s authority to destroy such records.
Identified records, where the Finance Director is requesting destruction:
• Accounts Payable: Records older than July 1, 2016, includes copies of invoices, checks and AP batch reports.

Ledger data active and retained electronically on database server through 2010. Does not include summary trial balances.
Note that the trial balance, the permanent records of City’s total transactions for a fiscal year are being retained, however detail transaction records that arrive at those balances are being identified for destruction.
• General ledger journal entries: Journal entry posting of adjustments to the general ledger older than July 1, 2016, does not include sub ledger interface posting from payroll, accounts payable, accounts receivable, cash receipts, utility billing, dog and business licensing.

• Business license: Business license records older than July 1, 2016, includes receipts, registration tickets, sub ledger registers list, billing and adjustments batches pertaining to business licensing

• Accounts Receivable: Invoice registers, collection receipts, aging lists and customer correspondences older than July 1, 2016; receivable collections includes landfill invoicing records and TOT tax records.
Fiscal Impact:
Estimated $200 for destruction of confidential information, in departmental budget.

Subject: Stop the Pot in Yreka
Dear Yreka City Council,
There are 1,000,000 DUI arrests, there are 50,000 DUI related accidents, and there are 10,000 to 13,000 DUI related deaths in America every year. No one seems to care about all the people dying from these preventable accidents. If you put a face on all the people dying, then you begin to question why. Why is America so hell bent on normalizing drug and alcohol use when it destroys so many people? Yreka has a population of 7500 people. Imagine all of them dying this year in DUI related accidents. California is going in the wrong direction. All of these Unconstitutional "Mandates" imposed by the State of California are killing the economy and the people. Enough is enough to all this Liberal nonsense. Big government and Administrative Law is sucking the life out of everyone. Why can't Yreka be the voice of reason, and the beacon of hope that leads California out of this drug induced stupor. Why can't Yreka be a place where sober people want to live and raise their children? Personally, I would love to see the City of Yreka tell the State to take their "Path to Hell" grant money and shove it where the sun don't shine.
For the love of humanity, please make good and sober decisions.
Sincerely,
Jack Phillips
Most of these people were high on marijuana and alcohol when they killed someone. None of these people are bad. They are all good people that simply lost their ability to reason while under the influence of drugs and alcohol. One stupid decision, and all your hopes and dreams for life are gone.
We are all to blame for making drugs and alcohol socially acceptable in America.
