CITY COUNCIL AGENDA MEMORANDUM
TO: Yreka City Council
PREPARED BY: John Elsnab, Human Resources Director
AGENDA TITLE: Discussion and Possible Action to:

Adopt a Resolution of the City Council of the City of Yreka Approving and Adopting a Comprehensive Pay Schedule for All Full-Time Employees, Part-Time Employees, and Elected Officials in Accordance with CalPERS Guidelines
MEETING DATE: February 6, 2024
Discussion:

The City of Yreka (City) has adopted Memorandums of Understanding with its represented employees for the calendar years 2024 and 2025. The City has also been advised through a CalPERS Circular Letter dated January 8, 2020, of the requirement of the City to have the City Council approve and publish a comprehensive salary schedule for full-time, contractual, and part-time employees, elected officials, and stipends paid to volunteers who have an employment relationship with the City.

California Public Employees’ Retirement System (CalPERS), pursuant to their interpretation of California Code of Regulations section 570.5, recommends all CalPERS employers maintain their compensation levels in one publicly available document, approved and adopted by the governing body, which must meet all of the following requirements:
1) Has been duly approved and adopted by the employer's governing body in accordance with requirements of applicable public meetings laws; 2) Identifies the position title for every employee position; 3) Shows the pay rate for each identified position, which may be stated as a single amount or as multiple amounts within a range;
4) Indicates the time base, including, but not limited to, whether the time base is hourly, daily, bi-weekly, monthly, bi-monthly, or annually; 5) Is posted at the office of the employer or immediately accessible and available for public review from the employer during normal business hours or posted on the employer's internet website;
6) Indicates an effective date and date of any revisions; 7) Is retained by the employer and available for public inspection for not less than five years; and
8) Does not reference another document in lieu of disclosing the pay rate.

Yreka City Council Agenda February 6, 2024 Page 37 of 56 The purpose of approving this resolution is to combine the City’s various payroll schedules into a single schedule for approval by the City Council. It is staff's intent to continue to produce a single schedule going forward for both CalPERS and City purposes at the time any salary schedule is revised.

Fiscal Impact:

CITY OF YREKA

CITY COUNCIL AGENDA MEMORANDUM
To: Yreka City Council
From: Jason Ledbetter, City Manager
Prepared by: Cynthia Lynch, Municipal Projects Manager
Agenda title: Discussion/Possible Action: Adopt Resolution No. 2024-05 Approving an Amendment to the Community Development Block Grant (CDBG) Budget and Authorizing the City Manager to Execute Related Documents for the Yreka Main Street Water System Improvement Project Meeting date: February 6, 2024
Recommendation and Requested Action:

That Council adopt Resolution No. 2024-05 approving an amendment to the Community Development Block Grant (CDBG) budget and authorizing the City Manager to execute related documents for the Yreka Main Street Water System Improvement Project.

Discussion:

In September 2021 the City received a CDBG Community Development Over the Counter (OTC) grant in the amount of $3.5M to relocate and upgrade the water lines under Main Street between Montague Road and Oberlin Road. One grant requirement was that the City complete the construction project, providing City or other match funds if necessary. The project was completed in October 2022 with a total cost of approximately $5.3M, requiring the City match of about $1.8M to be paid out of water capital projects reserves.

At the time of the grant application there was no available CDBG Program Income (PI) to commit to the Water System Project; now, the City may close out the PI-Only CDBG City Hall ADA Remodel grant and re-allocate the unused $500,000 in PI to the Water System Project to recoup some of the City’s water costs. CDBG representatives also advised adding another $50,000 from accrued City PI funds to help keep the City’s PI amount under the federalization threshold, for a total of $550,000 in PI to help defray the excess costs of the Water System Project.

A primary funding stream for the City Hall ADA Remodel Project is still being pursued via CRC and CDBG OTC grant opportunities, but the current PI-Only CDBG grant must be closed out by November 2024.

Fiscal Impact:

Since CDBG Program Income can only be spent on CDBG program items, and the completed Water System Project has been funded by water operating costs, adding $550,000 in Program Income to the project budget allows the City to apply this amount of PI to the Water Reserves fund. This re-allocation of the PI funds will also give the City time to plan the City Hall ADA Remodel project in stages, and to find other sources of project funding.

CITY OF YREKA

CITY COUNCIL AGENDA MEMORANDUM
To: Yreka City Council
From: Duane Kegg
Prepared by: Cyndy Prohaska, City Clerk
Agenda title: Citizen of the Year
Meeting date: February 6, 2024
Recommended City Council Action:

Discussion and direction to City staff about bringing back Citizen of the Year.

Discussion:

At the January 16, 2024, City Council Meeting, Councilmember Duane Kegg, spoke to wanting to bring back Citizen of the Year and requested that it be placed on the City Council Agenda for discussion.

Historically, the Yreka Chamber of Commerce facilitated Citizen of the Year. The Chamber would hire an outside contractor to coordinate, oversee and organize the Citizen of the Year banquet. However, the Yreka Chamber of Commerce has since dissolved, and the Yreka Citizen of the Year Banquet has not been held since about 2018 (estimate). A discussion with City Council is necessary in order to review and discuss the resources and expenditures needed in bringing back Citizen of the Year.

Fiscal Impact:
