CITY OF YREKA

CITY COUNCIL AGENDA MEMORANDUM
To: Yreka City Council
From: Planning Department
Prepared by: Alia Roca Lezra, Planning Manager
Agenda title: Discussion/Possible Action: A Motion to Adopt Resolution 2024-19 of the City Council of the City of Yreka Approving Street Closures and Other Requests for the Special Event Known as “Golden City Days”.

Meeting date: May 7, 2024
Discussion: The City of Yreka has contracted Discover Siskiyou to plan the special event known as “Golden City Days” which will take place on Saturday, June 15, and Sunday, June 16, 2024.

Discover Siskiyou has submitted the attached request for permission to close City streets and host live music, entertainment activities, and other vendors.

Summary: This event will be a two-day street fair and music festival hosting local vendors, a rented bounce house, rented mechanical bull, photo booth, professionally produced stage music show, and food trucks. Discover Siskiyou has submitted a Special Event Application and Traffic Control Plan, included as Exhibits A and B, which includes these and other details pertaining to the proposed event.

The specific requests associated with the proposed event include approval to close Downtown Miner Street, a business license and business license tax exemption, a temporary use permit, permission for alcoholic beverages to be consumed at the event subject to an ABC license, and a sign exemption for the hanging of a banner to advertise the event.

Benefit: Discover Siskiyou utilizes the Tourism Business Improvement District (TBID) tax applied to lodging properties in Siskiyou County and the participating incorporated Cities to market the area for tourism and to drive more stays at lodging properties. Golden City Days aims to encourage attendance from neighboring communities and regions to increase lodging stays during the event.

Permitting the closure of Downtown Miner St. and the associated requests would ensure the safety of event attendees and residents and facilitate the planning and implementation of this community event.

Fiscal Impact: No fiscal impact is anticipated with the adoption of Resolution 2024-19. The fiscal impact for this event was addressed via the City Council’s approval of Discover Siskiyou’s Special Events Proposal during the March 19, 2024, Yreka City Council Meeting.

CITY OF YREKA

CITY COUNCIL AGENDA MEMORANDUM
To: Yreka City Council
From: Matthew K. Bray, Director of Public Works
Prepared by: Cynthia Lynch, Municipal Projects Manager
Agenda title: Discussion/Possible Action: Adopt Resolution No. 2024-21 Approving a List of Projects for Fiscal Year 2024-25 Funded by SB1: The Road Repair and Accountability Act
Meeting date: May 7, 2024
Recommendation and Requested Action:

That Council adopt Resolution No. 2024-21 approving a list of projects for Fiscal Year 2024-25 funded by SB1: The Road Repair and Accountability Act.

Discussion:

Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 in order to address the significant multi-modal transportation funding shortfalls statewide. The 2020 California Statewide Local Streets and Roads Needs Assessment found that the local streets and roads in Siskiyou County are, on average, in an “at-risk” condition.

The City is to be allocated an estimated $200,260 in Road Maintenance and Rehabilitation (RMRA) funds for fiscal year 2024-25. In order to accept these funds and fulfill accountability and transparency provisions of SB1, a resolution listing the potential projects is required by the CTC before the list is submitted. City staff have created the 2024 Strategic Paving, Preventive and Planning (SPPP) Project to encompass the City’s priorities.

Fiscal Impact:

The attached Resolution allows the City to receive SB1/RMRA funds for Fiscal Year 2024-25 in the approximate amount of $200,260 for the purpose of maintaining and rehabilitating local streets and roads.

CITY COUNCIL AGENDA MEMORANDUM
TO: Yreka City Council
PREPARED BY: John Elsnab, Human Resources Director
AGENDA TITLE: Discussion and Possible Action to:

Adopt a Resolution of the City Council of the City of Yreka Approving and Adopting an Updated Comprehensive Pay
Schedule for All Full-Time Employees, Part-Time
Employees, and Elected Officials in Accordance with
CalPERS Guidelines
MEETING DATE: May 7, 2024
Discussion:

The City of Yreka (City) has adopted Memorandums of Understanding with its represented employees for the calendar years 2024 and 2025. On April 16, 2024, a salary schedule amendment was approved through the City Council for the Wastewater Manager and Water Manager Classifications. The amendments took effect on April 28, 2024, and reflect a 5% increase in wages for the two classifications. The City has also been advised through a CalPERS Circular Letter dated January 8, 2020, of the requirement of the City to have the City Council approve and publish a comprehensive salary schedule for full-time, contractual, and part-time employees, elected officials, and stipends paid to volunteers who have an employment relationship with the City.

California Public Employees’ Retirement System (CalPERS), pursuant to their interpretation of California Code of Regulations section 570.5, recommends all CalPERS employers maintain their compensation levels in one publicly available document, approved and adopted by the governing body, which must meet all of the following requirements:
1) Has been duly approved and adopted by the employer's governing body in accordance with requirements of applicable public meetings laws; 2) Identifies the position title for every employee position; 3) Shows the pay rate for each identified position, which may be stated as a single amount or as multiple amounts within a range;
4) Indicates the time base, including, but not limited to, whether the time base is hourly, daily, bi-weekly, monthly, bi-monthly, or annually; 5) Is posted at the office of the employer or immediately accessible and available for public review from the employer during normal business hours or posted on the employer's internet website;
6) Indicates an effective date and date of any revisions; Yreka City Council Agenda
May 7, 2024

Page 110 of 136 ends

7) Is retained by the employer and available for public inspection for not less than five years; and
8) Does not reference another document in lieu of disclosing the pay rate.

The purpose of approving this resolution is to combine the City’s various payroll schedules into a single schedule for approval by the City Council. It is the staff's intent to continue to produce a single schedule going forward for both CalPERS and City purposes at the time any salary schedule is revised.

Fiscal Impact:

No fiscal impact.

CITY OF YREKA

CITY COUNCIL AGENDA MEMORANDUM
To: Yreka City Council
From: Jason Ledbetter, City Manager
Prepared by: Emily Aldrich, Finance Director
Agenda title: Discussion/Possible Action
(1) Approval of the Summer 2024 Yreka Swim and Activity Program at the Montague Community Park and Pool for Yreka’s youth, and the (2) Approval of a Supplemental Appropriation of $6,860 to be allocated between FY23-24 $2,186 and FY24-25
Meeting date: May 7, 2024
Discussion: Summer 2024 Yreka Swim and Activity Program at the Montague Pool For the past few years City of Yreka, the Siskiyou Family YMCA, STAGE, the City of Montague, and various donors and volunteers, the community operated a successful free recreational swim program for Yreka’s youth. The various agencies and nonprofits are looking forward to hosting this year’s recreational eight-week swim program for Yreka’s youth.

The City’s proposal includes:
• Reimbursing the Siskiyou Family YMCA for the cost of their recreation leadership staff to chaperone the swimmers to and from the YMCA bus stop on the STAGE bus, and remain onsite while at the Montague Community Park during the recreational swim hours, • providing free and or reduced rate bus passes to the youth, • providing daily swim passes for Yreka youth,
• providing recreational activities at the YMCA as needed In determining cost estimates, the following information was provided:
• Participant levels: Based on the last normal year there were on average 20 regular participants and the YMCA expects at least that many kids. Last year there were approximately 10 to 16 regular participants.
• Swim program is set to run from June 14th, 2024, and end August 12th, or eight weeks. • Swim days are Tuesday and Thursday, with a possible program overflow option for Wednesday based on the early program enrollment numbers. • The YMCA maintains staffing levels with at least one staff member for every twelve kids enrolled in the program. Staffing levels needed are two based on expected program Yreka City Council Agenda

participant. Employee rates are $21.00 per hour per for the recreational leaders and $18.50 assistant (includes employer payroll taxes and workers compensation insurance). • Swimmers will be at the pool from 2PM – 5PM coordinated with STAGE bus schedule (pickup at YMCA 1:57PM arriving at 2:09PM in Montague - return trip will leave Montague at 4:54PM arriving at the YMCA at 5:10PM).

Assuming good participation, the program cost would most likely be $4,980 (20 kids two days a week) and would less likely reach $6,860 (20 kids, three days a week). • Projected reimbursement to YMCA is $3,840 (8-weeks for a 2-days a week program with one recreation leader and one recreation assistant) to $5,400 for a 3-days a week program. • Montague pool passes are $2.50 per swimmer per day: $800 for the 8-week program, 2-days a week, avg. 20 kids a day) to $1,200 for the 3-days a week program. • STAGE Bus passes are expected to be free this year, in the past averaged STAGES Bus passes were $20 per swimmer or $400 for an estimated enrollment of twenty kids. • Program Contingency: $500, that includes snacks/sundries/craft supplies (reimbursement to YMCA for activities, snacks as needed, and staffing for late pickups).

Fiscal Impact: Program cost is estimated between $4,980 to $6,860, depending on participation and donations.

Recommendation: That the Yreka City Council consider the:
(1) Approval of the Summer 2024 Yreka Swim and Activity Program at the Montague Community Park and Pool for Yreka’s youth, and the
(2) Approval of a Supplemental Appropriation of $6,860 to be allocated between FY23-24 and FY24-25
