City of Yreka
701 4th Street
Yreka, CA 96097
Prepared by: Alia Roca Lezra, Planning Manager
Agenda Title: Greenhorn Park Fuels Reduction Project
Meeting date: December 17, 2024
Recommended Action:

Motion to approve the Notice of Exemption for the Greenhorn Park Fuels Reduction Project based on the criteria outlined in CEQA Section 15304, Class 4 (Minor Alterations to Land).

Summary:

The City of Yreka periodically works with state and local agencies to reduce fuel loads in Greenhorn Park. The Yreka Fire Safe Council has mapped out areas of concern within the City, which includes Greenhorn Park. Several agencies, including the Shasta Valley Resource Conservation District (SVRCD) and CalFire, have prioritized Greenhorn Park in their fuels reduction efforts. These agencies propose to use prescribed fire, manual thinning, and mechanical thinning to reduce hazardous fuels accumulation and associated wildfire risk in Greenhorn Park. Two methods of prescribed fire use will occur:

1. Pile burning: Pile burning will take place in areas where dead or dying trees have been removed to reduce hazards for park visitors, or in areas with large amounts of ground debris or brush that needs to be cleared. In these areas, the cut wood and brush will be gathered into piles and burned when conditions are safe. The piles may be covered with plastic or other materials that prevent moisture, helping the wood dry out so it can be burned during the fall, winter, or spring when moisture levels are higher.

2. Broadcast burning: Broadcast burning will be used in areas where the fuel, like small brush, pine needles, oak leaves, small trees, and twigs, is spread out over a large area. This type of burning will help clear these fuels to reduce the risk of wildfires. Depending on the weather conditions, the burning will take place during the fall, winter, or spring.

Both methods will follow an approved burn plan that will be implemented under specific weather, fuels conditions, and air/smoke dispersal requirements. All required wildlife surveys will be completed as needed.

Yreka City Council Agenda
December 17, 2024

Page 66 of 74 ends

The CalFire Siskiyou Unit (SKU) would like to continue the partnership and productive work that has been accomplished in Greenhorn Park. As resources and other priorities allow, CalFire SKU would like to support the fuels treatment goals of the City of Yreka, within Greenhorn Park and in other areas targeted for fuels reduction and wildfire mitigation to protect the community. CalFire will help reduce fuels by falling hazard trees, cutting dead brush, thinning dense pockets of small trees and brush, piling dead material, burning piles, and cutting firewood for donation to local citizens in need.

Project Location:

The proposed prescribed burn activity would take place at Greenhorn Park, APNs 013-190-070, 062-031-180, 013-180-100, 013-180-540, 013-210-240, and 013-190-020.

Surrounding Conditions and Uses:

Greenhorn Park is surrounded by General Plan Designations of Low Density Residential to the North, Industrial to the East, and Industrial and Residential Agriculture to the South, with Zoning Code Designations of R-1 Low Density Residential to the North, M-1 Light Industrial to the East, and R-A Residential Agriculture and M-1 Light Industrial to the South. The park continues directly west but is out of City limits. Areas with soil containing naturally occurring asbestos will not be treated with prescribed burns.

General Plan & City Code Consistency:

The Greenhorn Fuels Reduction Project aligns with the General Plan Public Health and Safety Element Goal PH.3 – Protect people and property within the City of Yreka against fire-related loss and damage. The City of Yreka is updating its Safety Element and Local Hazard Mitigation Plan to align with the goal of fuel mitigation using prescribed burn methods. The City of Yreka is also engaged in the Siskiyou County and Yreka Fire Safe Councils, which have established Community Wildfire Protection Plans that aim to protect people and property from the threat of wildfires.

Environmental Review:

Pursuant to the California Environmental Quality Act (CEQA) and the local CEQA Guidelines of the City of Yreka, this project will not have a significant effect on the environment and is listed as a Class 4 (Minor Alterations to Land) Categorical Exemption. Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes.

The Greenhorn Park Fuels Reduction Project qualifies for an exemption under CEQA due to its limited scope and minimal environmental impact. As the project does not involve the removal of healthy, mature, or scenic trees except for forestry or agricultural purposes, and the prescribed fire and mechanical thinning activities are in line with established forest management practices, it is recommended that the project be granted a Notice of Exemption from further CEQA review.

Staff Recommendation:

Staff recommends approval of the Notice of Exemption for the Greenhorn Park Fuels Reduction Project based on the criteria outlined in CEQA Section 15304, Class 4 (Minor Alterations to Land).
