Yreka Police Department 2024 in Review
• Installed Sunridge RMS system.
• This was accomplished using asset seizure funds.

The system replaced and antiquated Records
Management System (RMS) which is vital to all police
reports and day to day data at YPD.
• Purchased five Mobile Data Terminals (MDT’s) for patrol vehicles.
• Enables an officer and dispatcher to work over a
computer link. Officers will be able to handle calls for service, enter pertinent info, search records, have
their location known in case of emergency. The
system is still being installed and is a long process
due to state and federal requirements and IT issues.

CITY OF YREKA

CITY COUNCIL AGENDA MEMORANDUM
To: Yreka City Council
From: John Elsnab, Human Resources Director
Agenda Title: Adopt a Resolution 2025-01 Recognizing the City of Yreka’s 2025 Contribution to Employees Healthcare Costs through the IRS Section 125 Cafeteria Plan Meeting date: January 21, 2025
Summary:

The attached resolution makes the required annual inflation adjustment to the minimum employer contribution (MEC) for employee and retiree insurance contributions paid by the City.

Discussion:

The City currently contributes to employees' healthcare coverage costs through the City’s current cafeteria plan. The City provides a tiered plan model contribution to all benefit-eligible employees to participate in the city-sponsored medical health benefits under the medical health insurance benefit program.

Under the CalPERS Health Benefits Program equal contribution option, the City is required under the Public Employees' Medical & Hospital Care Act (PEMHCA) to provide the same benefit to active employees and retired employees (Gov Code Section 22892(b)(1)). The amount designated is the minimum MEC is set by CalPERS annually based on inflation. For 2025, the MEC is $158. The City of Yreka annually adopts the new minimum by Resolution for the coming year. This benefit is included in our collective bargaining agreements.

The City provides the MEC for retirees and a larger tiered benefit for active employees. The City’s design is common and deemed PEMHCA compliant by using a flexible benefits cafeteria plan, for active employee contributions in excess of the retiree contribution. It is through the cafeteria plan, that City designates this minimum amount as the medical contribution towards active employees and then contributes the additional benefit through the plan structure for employees to use to pay (deduct from their payroll) for medical benefit premiums in excess of the MEC.

This resolution defines the employer’s contribution amount to the cafeteria plan in excess of the equal MEC.

Fiscal Impact: Fiscal impacts for the annual minimum employer contribution were considered in the approval of bargaining unit agreements and the City’s bi-annual budget.

Recommendation and Requested Action:

Adopt Resolution 2025-01 Recognizing the City of Yreka’s 2025 Contribution to Employees Healthcare Costs through the IRS Section 125 Cafeteria Plan.

Supplemental Information –
Cafeteria Plan and CalPERS PEMHCA
Cafeteria Plan
A cafeteria plan, hereafter the Plan, pursuant to Internal Revenue Code Section 125, is an employee benefits program that enables participants the opportunity to purchase certain qualified benefits (e.g., medical health insurance) on a pre-tax basis, thereby reducing their total taxable income and increasing their spendable/take home income.

Cafeteria Plan Allowance
The City agrees to provide a tiered Plan model contribution to all benefit-eligible employees to participate in the City sponsored medical health benefits under the medical health insurance benefit program and offer employees FSA. Any tax consequences (most likely regarding employees who opt out) resulting from City contributions to the Cafeteria Plan are the sole responsibility of the employee. Any increases to the minimum monthly contribution under the Public Employees Medical and Hospital Care Act (PEMHCA) will result in a corresponding decrease in the employee's Plan allowance unless otherwise agreed to on the employee/employer Memorandum of Understanding.

Under the California Public Employees' Retirement System (CalPERS) Health Benefit Program equal contribution option, the City is required under PEMHCA to provide the same benefit to active employees and retired employees. (Gov. Code Section 22892(b)(1).) The amount designated is the minimum employer contribution (MEC) is set by CalPERS annually based on inflation. For 2025, the MEC is $158. In 2024, the minimum was $157. This amount increases annually on January 1 by a cost-of-living adjustment.

The City provides the MEC for retirees and a larger tiered benefit for active employees. The City’s design is fairly common and deemed PEMHCA compliant by using a flexible benefits cafeteria plan, for active contributions in excess of the retiree contribution. It is through the cafeteria plan, that City designates this minimum amount as the medical contribution towards active employees and then contributes the additional benefit through the plan structure for employees to use to pay (deduct from their payroll) for medical benefit premiums in excess of the minimum equal contribution.

Active Benefit Eligible Employees:

The City will contribute an amount to the Plan, on behalf of active employees currently covered by a CalPERS medical policy. The monthly contribution to the flexible benefit plan shall equal to 100% of the premium for the employee and their eligible dependents not to exceed the amounts in the following table.

Employee + 1 eligible covered
dependents
$1,479 $158 $1,637
Employee + 2 or more eligible
covered dependents
$1,970 $158 $2,128

A portion of this amount (the minimum amount each year described above) is specifically designated toward the cost of medical insurance coverage. The City’s cafeteria benefit contribution to the Plan can only be used for the purchase of City provided medical coverage through CalPERS.

No changes to retired employees:

The retiree’s monthly contribution toward their medical coverage shall be the cost of their monthly health benefit premium less the total amount of the City’s contribution on their behalf as described above. For a retired employee to be eligible to receive health benefits through the City upon retirement, a retiree must meet the following definition of “annuitant” under CalPERS’ requirements:
a) The employee must be a member of CalPERS; and
b) The employee must retire within 120 days of separation from employment with the City and begin receiving a monthly retirement allowance from CalPERS.

Summary:

This action adjusts the MEC due to the required annual inflation increase. This proposes no change to the City continuing to contract with the CalPERS for the purpose of providing employees with medical insurance benefits. The City's maximum monthly contribution for each eligible active employee for the purpose of medical insurance will be equal to the minimum MEC required under the PEMHCA.

CITY COUNCIL AGENDA MEMORANDUM
To: Yreka City Council
Prepared by: Emily Aldrich, Finance Director
Agenda title: Discussion/Possible Action: Adoption of:

Resolution Authorizing the Examination of Transactions (Sales) and Use Tax Records
Meeting date: January 21, 2025
Discussion:

The Measure V sales tax measure was passed in November by the voters. Sales tax is collected and distributed by the State Board of Equalization (BOE). In order for them to collect the new tax, certain documents and agreements need to be in place.

The first resolution would authorize execution of a Preparatory Agreement and an Administration Agreement with the BOE. Which Council approved December 10, 2024.

The second resolution would authorize City staff as well as the City’s sales tax consultant (Hinderliter, de Llamas & Associates) to examine the sales tax records, which are confidential, for specific municipal purposes. Which was also passed on December 10, 2024; after reviewing it was determined by the Board of Equalization that some adjustments were necessary.

Fiscal Impact:

No additional fiscal impact.

Recommendation and Requested Action:

CITY OF YREKA

CITY COUNCIL AGENDA MEMORANDUM
To: Yreka City Council
From: Planning Department
Prepared by: Alia Roca Lezra, Planning Manager
Agenda title: Discussion/Recommended Action: Motion to adopt Resolution #2025-04 Authorizing the Submission of a Joint Application to and Participation in the Homekey+ Program for the Development of Permanent Supportive Housing for Individuals Experiencing Homelessness with the DANCO Group
Meeting date: January 21, 2025
Summary
The DANCO Group (Danco), an affordable housing developer, is seeking the City of Yreka’s support on a Homekey Plus (Homekey+) grant application to fund the construction of approximately fifty (50) permanent supportive housing units on Deer Creek Way, similar to Siskiyou Crossroads. The program, North Mountain Permanent Supportive Housing, would provide new construction of cottage cluster-style housing, case management, healthcare, and mental health services to people experiencing or at risk of homelessness. The project aligns with the City’s priority of providing affordable and supportive housing to community members.

Background
Homekey+ is a grant program offered by the California Department of Housing and Community Development (HCD). The program provides grant funds to local agencies for permanent supportive housing projects that serve individuals at risk of or experiencing homelessness, specifically those with mental health or substance use challenges. Permanent Supportive Housing is long-term community-based housing and supportive services for unhoused persons with disabilities. The intent of this type of supportive housing is to enable unhoused people with disabilities to live as independently as possible in a permanent setting.

The supportive services may be provided by the organization managing the housing or provided by other public or private service agencies. Danco and Siskiyou County would manage the supportive services portion of the proposed North Mountain Permanent Supportive Housing Homekey+ Program. Homekey+ aligns with several goals in the City’s 6th Cycle Housing Element as outlined below.

Yreka City Council Agenda
January 21, 2025

Page 161 of 169 ends

General Plan Consistency
The Housing Element is a required component of the City’s General Plan and is updated every eight years. The most recent version is the 6th Cycle Housing Element and was adopted in 2023.

The programs below describe the City’s supportive housing objectives:

Program HE-6.1.3: Continue to collaborate with housing providers and community groups who represent persons with disabilities to ensure that special housing needs are addressed for seniors, large families, female-headed households, single-parent households with children, persons with disabilities and developmental disabilities, and unhoused individuals and families. The City will seek to meet these special housing needs through a combination of regulatory incentives, zoning standards, new housing construction programs, and supportive services programs. The City will leverage existing available regulatory incentives provided by State law, e.g., density bonus, SB 10 (2021), supportive housing developments, accessory dwelling units, Streamlined Ministerial Approval Process (SB 35), etc.

The Homekey+ Program funds new construction for permanent supportive services programs. Therefore, the construction of fifty (50) permanent supportive housing units for the North Mountain Permanent Supportive Housing program is consistent with this Housing Element program.

Goal HE-7: Development of sites for special needs housing, including the housing needs of persons with disabilities and persons experiencing homelessness to reduce and prevent occurrences of homelessness. All types of housing opportunities that enable residents to age in place and provide for intergenerational housing.

Homekey+ provides housing for unhoused persons with disabilities, including those with mental health and substance use challenges, to reduce and prevent homelessness.

Therefore, the North Mountain Permanent Supportive Housing program is consistent with this Housing Element goal.

HE Table D-6 lists Homekey as a funding program that may be able to assist the City in meeting its affordable housing goals.

The North Mountain Permanent Supportive Housing program is seeking Homekey+ funding for the development of affordable permanent supportive housing units. This program is therefore consistent with this Housing Element priority.

Application Process
The Danco Group will submit the Homekey+ grant application when the application period opens at the end of January 2025. HCD will review applications on a first-come, first-served basis. Funds will be awarded to applicants that successfully meet threshold criteria and the minimum point score, and HCD will prioritize applications that demonstrate project readiness and committed long-term sustainable operating sources.

Page 162 of 169 ends

Fiscal Impact
There would be no impact to the City’s general fund due to this application or project outside of staff time to review the application.

Environmental Review
Authorizing the City to submit a Homekey+ grant application is not a “project” as defined by the California Environmental Quality Act (CEQA). This item is therefore not subject to environmental review.

Discussion and Possible Action: City of Yreka Warming Center Grant Program. The City of Yreka City Council will discuss the proposed warming center grant program and determine changes and interest in a motion to approve the City of Yreka warming center grant program and allocate $6000 for the 2024 / 2025 fiscal year budget
January 21, 2025
The Yreka City Council directed City staff to explore options for opening a warming center at December 3rd , 2024, Yreka City Council meeting. The Yreka City Council preferences in exploring warming center opportunities were to find a site other than Yreka City Hall as the space was not suitable for warming centers, and to engage nonprofits and third parties that may be interested in providing this service with financial support from the City of Yreka.

City staff explored options with the County of Siskiyou. The County of Siskiyou Administrator was asked about the County providing a STAGE bus to act as a mobile warming center that could be idled at each site a warming center was needed. The County Administrator stated that she would take this request to the Board of Supervisor meeting. We are awaiting to hear back from the County of Siskiyou on this inquiry.

Staff engaged local members of the Continuum of Care advisory board who were attempting to create a mobile warming center with a shipping container and trailer system that would be utilized at needed locations when a warming center was requested by the City Council. That exploration has paused currently.

The City of Yreka then reached out to the Yreka Methodist Church who has partnered on warming centers with the City of Yreka in the past. The Yreka Methodist Church has stated that they can facilitate our request and would be able to have their own volunteers and would only need the Yreka Police Department patrol to stop by periodically during the evening.

The City of Yreka staff is proposing a warming center grant program that will be funded with a maximum $6000 in the 24/25 FY budget. The grant program will pay $300 for any participating local organization that requests to operate a warming center in the City of Yreka with the approval of the City of Yreka City Manager. provide the funding and would have the Yreka Police Department periodically check in on the warming center throughout the evening, but the City of Yreka would not staff the site with law enforcement or City staff.

To be considered for a City of Yreka grant to operate a warming center the applicant would need to contact the City Manager, Jason Ledbetter, at (530) 841-2386, or [email protected]. The applicant would need to have a suitable facility and volunteer staff to operate the site. Once the applicant request is made the City Manager will determine the need for a warming center based on City Council comment given tonight on the elements that make up the need to have a warming center. Some of the elements that will be considered are temperature, wind chill, and precipitation. The decision to open a warming center will be judged on the combination of freezing temperatures, snow and or rainfall determined to be at an elevated risk level, windchill, and the daily high temperature in relation to the diurnal shift in overnight temperature.

Fiscal Impact:
$300 per warming center, not to exceed $6,000 in the 2024/2025 fiscal year budget.

Recommendation and Requested Action:

A motion to approve the City of Yreka warming center grant program and allocate $6000 for the 2024 / 2025 fiscal year budget.

Discussion and Possible Action: Closure of the Yreka Creek Greenway for vegetation removal and fire danger safety for the City of Yreka.

Discussion and possible Direction concerning the overgrowth of vegetation along the Yreka Creek Greenway and possible Direction for staff and City Attorney to draft documents for temporarily closing the Yreka Creek Greenway.

January 21, 2025
The City of Yreka is a wildland-urban interface surrounded by grasslands and forest. The City of Yreka has a greenway and several watersheds running through the city. There are four primary watersheds of Juniper Creek, Upper Yreka Creek, Greenhorn Creek and Humbug Gulch produce tributaries to the northerly flowing Yreka Creek to the Shasta and Klamath Rivers. There is also Mill Creek and the North Fork of Greenhorn Creek to Greenhorn Creek; Juniper Creek and Upper Yreka Creek to the confluence of Greenhorn and Yreka Creek; Humbug Gulch and Little Humbug Gulch to Yreka Creek. These riparian corridors naturally provide fuel for a possible high danger wind driven fire, similar to the Almeda Fire, that burned from Ashland Oregon to Medford Oregon on September 8, 2020.

The Almeda Fire started approximately 38 miles North of the City of Yreka in a location with similar terrain and wildland-urban interface. In just a matter of hours the Alameda Fire destroyed 3,000 acres containing 2600 homes and 600 businesses in Talent, Phoenix, Ashland and Medford which, according to Talent’s City Manager, made the city look like “a bomb blast that has just leveled everything”. The Fire destroyed more than 11 miles of riparian vegetation of the Bear Creek Greenway and several tributaries. For weeks after the fire, the murky creek weaved through a dark expanse of deep gray ash. It was designated the worst fire in Oregon history. That afternoon, the South Obenchain Fire, near Eagle Point and Butte also in Jackson County, burned another 33 homes and dozens of other buildings. In 2021 a wildfire called the Lava Fire burned more than 13,300 acres near the Siskiyou County cities of Mt. Shasta and Weed to the south of Yreka. In Yreka on June 9, 2022, Incident 2022-887 occurred whereby a homeless camper started an illegal campfire which became uncontrolled. The fire was adjacent Siskiyou County Behavioral Health. The dangers posed by the Almeda Fire extended beyond the Fire risk posed by the initial fire itself. The longYreka City Council Agenda January 21, 2025

term risk also includes water quality concerns, toxic materials and debris from burned homes and businesses, land erosion, and impacts on aquatic health.

The California Department of Forestry and Fire Protection states most of the large fires in the Siskiyou Unit over the past 50 years have been wind driven fires. The Siskiyou Unit identifies citizen and firefighter safety, residential and commercial structures, watershed and water, timber, rangeland, wildlife and associated habitat, infrastructure, air quality, unique areas, recreation, soil erosion, and hydroelectric power at risk to wildfires for the City of Yreka and surrounding area in the Siskiyou Unit region
The primary purpose of the Yreka Community Wildfire Protection Plan for Yreka is to provide guidance that enhances protection of human life and helps Yreka area communities become more resilient to wildfire. The Yreka Community Wildfire Protection Plan assesses that the values at risk for Yreka include structures, critical infrastructure, businesses, and other tangible elements. Values also include intangible elements such as natural resources, sensitive species, cultural and historical resources, visual resources, and residents’ perspectives about these intangible elements around them. Human life safety was identified as the top priority for the Yreka area. Recent wildfires that have threatened the area include the 2018 Klamathon Fire and the 2020 Badger Fire, resulting in public evacuations, fire fighter and civilian injuries, and one civilian death.

The City of Yreka has worked over the last 4+ years to gain compliance with the California Department of Fish and Wildlife for an access permit to work in the creek and remove vegetation, commonly referred to as a 1600 permit. The 1600 permit is what will allow for the vegetation removal to happen compliantly with state law. Prior to the new laws regarding 1600 permits the County of Siskiyou Day Reporting Center would work with the City of Yreka Public Works team to help maintain overgrowth along the greenway of Yreka Creek.

Since the retirement of a key law enforcement officer that managed this program the use of the Day reporting center along Yreka Creek is now obsolete. The combination of that retirement and the changes in the 1600 permit have led to an excess of growth and fire danger along the Yreka Creek Greenway.

As the City Manager I am recommending the closure of the Yreka Creek Greenway for up to 24 months to allow staff to work with local agencies to mitigate the vegetation fire hazard on the Yreka Creek and implement a large-scale project to remove vegetation that meets the compliance of the CDFW 1600 permit.

Fiscal Impact:

N/A
Recommendation and Requested Action:

Direction to City of Yreka staff and the City Attorney to draft the needed documentation for a closure of the Yreka Creek Greenway to abate vegetation to mitigate fire danger to the City of Yreka.
